For most of human history, economic power meant control over land, labor, or raw materials. Then came machines and factories. Today, the most valuable resource in the global economy is neither physical nor finite – it’s knowledge. Over the past five decades, societies across the world have undergone a sweeping transformation, shifting from industrial production to economies built on the generation, dissemination, and application of knowledge. Understanding how this shift happened, what it means, and where it leads is central to making sense of the world we live in today.

From industrial production to information: a brief history
The concept of an information society first emerged as a theoretical idea in the early 1970s. American sociologist Daniel Bell was the most influential voice in shaping it. In his 1973 work The Coming of Post-Industrial Society, Bell argued that the world was transitioning away from economies built on manufacturing and manual labor toward ones driven by services, knowledge, and information. He described information – not physical goods – as the most valuable resource of this new era.
This was not merely a technological observation. Bell saw it as a total societal transformation affecting economic structures, workforce composition, and even individual identities. His insight proved accurate: as information technologies expanded rapidly, knowledge-based industries such as education, research, and consulting moved to the center of economic life, gradually replacing the factory floor as the engine of growth.
The broader trajectory follows a clear pattern: agricultural society gave way to industrial society, which in turn gave way to an information society – and eventually to what we now call the knowledge society.
What is an information society?
An information society is one where the creation, distribution, use, and integration of information is a significant economic, political, and cultural activity. Its primary drivers are digital information and communication technologies (ICTs), which have restructured nearly every domain of social life – from the economy and education to governance and healthcare.
Several markers define an information society. These include a shift from manufacturing to service-oriented employment, the emergence of digital infrastructure as foundational to economic activity, the globalization of communication and trade, and the rise of a workforce whose value lies in its ability to process and apply information. Unlike industrial society, which relied on engines to extend physical labor, the information society relies on computer technologies to extend mental labor.
Scholars like Frank Webster have proposed multiple ways to identify an information society – through its technology, its economy, its occupational structure, its spatial patterns, and its culture. All of these dimensions point to the same underlying shift: information has become the organizing principle of modern life.
The evolution into a knowledge society
While the terms “information society” and “knowledge society” are often used interchangeably, they are not identical. A knowledge society differs from an information society in that it transforms raw information into resources that allow society to take effective action, whereas an information society primarily creates and disseminates data. In other words, information is the raw material; knowledge is what you do with it.
This distinction matters. As management theorist Peter Drucker recognized as early as 1969, the defining feature of the emerging economy was the knowledge worker – someone who works with their mind, not their hands, and whose output is ideas, analysis, and innovation. In this context, a new concept of knowledge economy has emerged that plays a critical role in meeting the challenges of globalization.
For knowledge creation to genuinely occur, raw data is not enough. Absent reflection and critical thinking, information can actually become “non-knowledge” – that which is false or inaccurate. This is why the knowledge society places a premium not just on access to information, but on the capacity to critically evaluate, synthesize, and apply it.
UNESCO’s perspective on knowledge societies
In 2005, UNESCO published a landmark report, Towards Knowledge Societies, which drew a clear distinction between the two concepts. While the information society is grounded in technological breakthroughs, knowledge societies encompass broader social, ethical, and political dimensions. UNESCO argued that the goal should not simply be building information infrastructure, but fostering societies where knowledge is shared equitably and used to improve human conditions.
UNESCO advocates for sustainable and inclusive knowledge societies that are equitable, open, and participatory, grounded in principles such as freedom of expression, universal access to education, and the ethical use of information. This framing positions the knowledge society as a developmental and rights-based project, not just a technological one.
The role of ICTs in shaping knowledge societies
Information and communication technologies are the backbone of both the information and knowledge society. ICTs – encompassing the internet, mobile networks, cloud computing, social media platforms, and data analytics – have fundamentally changed how knowledge is created, stored, shared, and applied at a global scale.
The growth of ICT has significantly increased the world’s capacity for creating raw data and the speed at which it is produced. The evolution from Web 1.0 (read-only content) to Web 2.0 (participatory, user-generated content) transformed individuals from passive consumers of information into active producers and contributors. This shift democratized knowledge creation in ways that were unimaginable just a generation ago.
Beyond individual access, ICTs have enabled global interconnectedness. Economies, research institutions, governments, and communities are now linked through real-time digital networks. A researcher in Nairobi can collaborate with a lab in Seoul. A startup in Lagos can reach customers in London. This connectivity dissolves traditional geographic barriers to knowledge exchange and economic participation.
ICTs and knowledge-based economic models
The shift toward knowledge-based economies is not just social – it has profound economic consequences. The OECD defined knowledge-based economies as those directly based on the production, distribution, and use of knowledge and information, noting that the competitiveness of firms and national economies increasingly depends on how effectively they gather and apply knowledge.
In this model, intangible assets – patents, software, research and development, brand equity, and human capital – become more economically significant than physical capital. According to the World Bank, a knowledge economy rests on four pillars: institutional structures that support entrepreneurship, skilled labor and quality education systems, ICT infrastructure and access, and a vibrant innovation landscape. Countries that invest in all four are best positioned to compete and grow in a knowledge-driven global order.
High-tech sectors – biotechnology, software, financial services, and creative industries – have become the fastest-growing components of advanced economies. Employment in these sectors demands specialized skills, ongoing learning, and the ability to adapt quickly to technological change.
Global interconnectedness and its societal implications
Sociologist Manuel Castells, in his influential trilogy The Information Age, described the emerging global order as a network society – one where the relationships between economy, state, and society are being remade through networks of capital, communication, and information. Castells argued that networking logic fundamentally reshapes how power, production, and culture operate.
This global interconnectedness has accelerated the flow of ideas, innovation, and trade. Knowledge no longer respects national borders. Open-access publishing, massive open online courses (MOOCs), and international research consortiums mean that scientific breakthroughs can be shared and applied across continents almost instantaneously.
At the same time, competition in the knowledge economy also creates new forms of inequality between nations. Countries that lack the resources or institutional capacity to participate effectively risk being left behind. This is sometimes described as the global “digital divide” – a gap that extends not just within countries but between the developed and developing world.
Challenges: the digital divide and unequal access
The transition to a knowledge society has not been uniform. Among the many challenges contributing to a global digital divide are economic resources, geography, age, gender, language, education, social and cultural background, and disability. These overlapping inequalities determine who can participate in the knowledge economy and who cannot.
Even within countries that are formally part of the knowledge economy, access to digital tools and quality education remains deeply unequal. Rural communities, low-income households, and marginalized groups often find themselves excluded from the benefits that the knowledge society promises. This means that the digital revolution, rather than automatically reducing social inequality, can actually reinforce it if not actively managed.
Educational inequality has become even more consequential in a knowledge society. The gap between those with access to high-quality education and those without can translate into vastly different life opportunities. As knowledge-intensive work becomes the dominant source of economic value, those without the skills to participate face growing economic marginalization.
Information overload and the need for digital literacy
There is another challenge that is less discussed but equally important: the sheer volume of information available today does not automatically produce knowledge. Having access to information isn’t enough – people need the skills to evaluate, synthesize, and apply that information effectively. This requires not just technical skills, but critical thinking and media literacy.
In a knowledge society, digital literacy is no longer optional. The ability to locate, assess, and use information responsibly is as fundamental as reading and arithmetic were in earlier eras. In a knowledge society supported by ICT, the ability to locate, classify, and sort information is essential – making ICT an active rather than a passive endeavor, and integral to lifelong learning.
Looking ahead: knowledge societies and sustainable development
The emergence of knowledge societies represents one of the most significant structural transformations in modern history. It has reshaped labor markets, redefined competitive advantage, and created entirely new possibilities for human development. At the same time, its benefits are not self-distributing. Without deliberate policy choices – investments in education, digital infrastructure, open access to research, and digital literacy programs – the knowledge society risks deepening existing inequalities rather than resolving them.
The knowledge society represents a paradigm shift with significant economic and social implications. By addressing its limitations, societies can harness its potential to drive inclusive growth, innovation, and sustainable development. The goal, as UNESCO has consistently argued, is not simply to build more connected societies, but to build more equitable ones – where access to knowledge is recognized as a fundamental right and a foundation for human dignity.
