For most of the 20th century, media operated in clearly defined silos. Newspapers printed text. Radio broadcast audio. Television delivered video. Telephones connected voices. Each technology had its own infrastructure, its own industry, and its own audience. Then came digitalization – and the walls between these systems began to collapse. Today, a single smartphone can do what all of those technologies once did separately, and it can do much more besides. This is the story of ICT convergence: the merging of information and communication technologies into an interconnected digital ecosystem that has fundamentally transformed how mass media works.

What ICT convergence actually means
ICT – Information and Communication Technologies – is an umbrella term covering any device or system used to store, process, transmit, or receive information digitally. This includes computers, mobile phones, satellite systems, broadcasting infrastructure, the internet, and more. Convergence refers to what happens when these previously separate systems begin to merge. As Encyclopaedia Britannica describes it, media convergence brings together the “three C’s” – computing, communication, and content – and is a direct consequence of the digitization of media and the popularization of the internet.
At the technical level, convergence is made possible by digitalization – the process by which all types of content, whether text, audio, images, or video, are converted into binary code. Once everything is expressed as ones and zeros, the same digital infrastructure can handle all of it. As media scholar Denis McQuail explains, digitalization means all symbolic content can share the same processes of production, distribution, and storage, which lays the groundwork for media convergence. The result: a single broadband connection can now carry television, telephone, internet, and radio simultaneously.
From separate systems to one digital stream
The pace of this shift has been remarkable. From the 1980s onward, media technologies moved through an accelerating phase of digitization – CDs replaced tapes, digital cameras replaced film, and eventually the internet began absorbing functions that had belonged to entirely different industries. The borders between telecommunications, broadcasting, and computing started receding.
What this produced is what researchers describe as a convergence of networks, terminals, and services. A mobile phone is no longer just a phone – it is a camera, a radio, a television screen, a newspaper, a messaging system, and a payment device. Television, radio, and newspapers, once the world’s three distinct media for news and entertainment, have converged into one, with audiences now reading, watching, and listening to all three on the internet. Smart TVs, introduced in the 2010s, exemplified this shift by combining internet access and Web 2.0 features directly into the television set – prioritizing on-demand streaming and interactive content over traditional scheduled broadcasting.
This convergence also reshaped industries. Throughout the 1990s and early 2000s, major media companies merged aggressively to capitalize on cross-platform synergies – Viacom-CBS, Disney-ABC, NBC-Universal, and the then-record AOL-Time Warner merger all reflected this logic. The distinction between a telecom company, a media company, and a technology company became increasingly difficult to draw.
How digitalization makes media interactive
Perhaps the most consequential outcome of ICT convergence for mass media is the shift from passive consumption to active participation. Traditional media was one-directional: a broadcaster produced content and an audience received it. Digitalization broke that model.
Digitization, convergence, and networking together transformed the nature and expectations of mass media, making it far more interactive. SMS voting, for example, allowed audiences to participate in television and radio programming in real time – a simple but significant early sign of what was possible. As convergent platforms matured, the possibilities expanded dramatically.
The key enabling development here was Web 2.0 – the shift from a “read-only” internet to a “read-write” internet. Web 2.0 enabled users to contribute content, interact with others, and actively shape their online experiences, rather than simply visiting static pages. Social media platforms, blogs, wikis, and video-sharing sites all emerged from this shift. The result was a profound democratization of media: anyone with an internet connection could now create and distribute content to a global audience.
The audience becomes a participant
As media scholar Howard Rheingold observed, social media made it possible for everyone in the network to simultaneously be a producer, distributor, and consumer of content. The asymmetrical relationship between broadcaster and audience that defined 20th-century mass communication was radically altered. Platforms like YouTube, Facebook, Instagram, and TikTok gave rise to user-generated content at an unprecedented scale, with anyone with a smartphone able to create and share content – opening new avenues for creativity and innovation in media.
Research in new media confirms that user engagement plays a central role in how information is now transmitted and received. People spend time reading, listening, commenting, and sharing across platforms, and this participatory behavior has fundamentally changed the communication process. New media communication is now described as collaborative and networked, with participants playing the role of both sender and receiver. The term “viral” – viral video, viral post, viral news – only makes sense in this context, where audiences amplify content through their own networks.
Interactivity across media formats
Convergence has also produced new forms of interactivity within established media formats. Interactive television is a clear example: services like Netflix and Amazon Prime Video allow viewers to stream on-demand, pause, rewind, or skip content, while some platforms experiment with interactive storytelling where viewer choices influence the narrative. Live tweeting during broadcasts, in-app voting on reality shows, and QR codes embedded in news segments all reflect how the boundaries between watching and participating have blurred.
Similarly, music streaming platforms have integrated social features – shared playlists, algorithmic recommendations based on listening habits, and artist interaction – turning what was once a solitary listening experience into a participatory one. VoIP services like WhatsApp and Zoom have merged voice, video, text, and file-sharing into single platforms, representing convergence at the level of interpersonal communication as well.
The transformation of news media
Nowhere has ICT convergence been more disruptive than in journalism and news media. The traditional model – a newspaper prints once a day, a TV channel airs news at fixed times – has been replaced by continuous, multi-platform, real-time news delivery. News websites and apps provide instant updates, while journalists use digital tools for data analysis to produce richer, more visual stories that incorporate infographics, podcasts, and embedded video.
A single news story today might be published as text on a website, accompanied by a video segment on the broadcaster’s YouTube channel, discussed in real time on social media, and later revisited as a podcast episode – each format reaching a different segment of the audience. Most traditional media organizations, recognizing this reality, have established a presence on the internet to stay relevant to audiences who increasingly turn to digital sources first.
Convergence has also changed who gets to report the news. Web 2.0 platforms allow individuals to share eyewitness accounts, photographs, and videos directly – bypassing the editorial filter of traditional news organizations entirely. This has both expanded the diversity of voices in public discourse and introduced new challenges around the verification of information.
The shift from broadcasting to on-demand content
The convergence of internet infrastructure with television has produced one of the most visible media transformations of recent decades: the rise of on-demand streaming. OTT (Over-the-Top) platforms like Netflix, Amazon Prime Video, Disney+, and Spotify now deliver content directly to consumers over the internet, bypassing traditional broadcast and cable infrastructure entirely.
Convergence means that content is now separated from the device. The same film can be watched on a television, a laptop, a tablet, or a smartphone, and the same platform delivers it to all of them. This has led to the decline of “appointment viewing” – the old model where audiences scheduled their lives around fixed broadcast times. Traditional broadcasters have had to reimagine themselves not as “TV stations” but as content creators distributing across all available platforms. Over half of US adults now stream their news content from broadcasters, signaling a clear shift in consumption habits that traditional media can no longer ignore.
The streaming model has also introduced more personalized media experiences. AI-driven recommendation algorithms analyze viewing habits to suggest content tailored to individual preferences, while data analytics allow media companies to understand what audiences want in real time and adjust their content strategies accordingly. This represents a significant departure from the one-size-fits-all programming logic of traditional broadcasting.
Convergence, regulation, and social implications
The convergence of ICTs has not only transformed media industries – it has created significant challenges for public policy. Convergence plays an important role in society from economic, social, and developmental perspectives, and it influences how governments develop policy, how enterprises compete, and how individuals communicate and access services. But regulatory frameworks built around separate industries – one set of rules for telecommunications, another for broadcasting, another for the press – struggle to apply coherently to a converged digital environment.
The 1997 EU Green Paper on convergence was an early recognition of this, arguing that outdated regulatory instruments risked preventing countries from fully benefiting from what convergence made possible. Governments and regulators around the world continue to grapple with questions of platform accountability, content moderation, digital access, and the concentration of media ownership – all issues that stem directly from ICT convergence.
Sociologically, convergence has also sharpened debates about the digital divide. As media and civic life increasingly move onto digital platforms, unequal access to devices, connectivity, and digital literacy becomes a form of social exclusion. Scholar Mark Warschauer argues that meaningful access to ICT cannot rest on device ownership alone – it must also engage physical infrastructure, human capacity, and social resources. Those without adequate access are not simply missing convenience; they are being excluded from the primary spaces where information, participation, and public discourse now occur.
What convergence continues to produce
ICT convergence is not a completed event – it is an ongoing process. Technologies that are currently distinct are likely to become more integrated. The expansion of 5G networks will make high-definition streaming seamless on mobile devices. Artificial intelligence is increasingly embedded in content production, distribution, and personalization. Immersive technologies like virtual and augmented reality represent the next frontier of converged media experience. As researchers note, the virtual, social, and physical worlds are colliding and coordinating in ways that will continue to reshape media, communication, and social life.
The core insight of ICT convergence remains the same regardless of the technologies involved: when information and communication systems merge into a single digital infrastructure, the consequences ripple far beyond technology. They restructure industries, redefine audiences, redistribute the power to communicate, and reshape the conditions under which societies access, produce, and engage with knowledge.
