Brazil is home to roughly 60% of the Amazon rainforest – the largest tropical forest on Earth, spanning nearly 6.7 million square kilometers across South America. This forest isn’t just a national treasure; it is a globally critical ecosystem that regulates climate, sustains biodiversity, and supports the livelihoods of tens of millions of people. Yet for decades, it has been disappearing at an alarming rate. Brazil’s environmental challenge is one of the defining development dilemmas of our time: how does a country grow its economy without destroying the natural systems that make that growth possible in the first place?

The scale of deforestation in the Amazon

Deforestation in Brazil’s Amazon is not a recent phenomenon. It escalated sharply after the construction of highways deep into the forest, such as the Trans-Amazonian Highway in 1972, which opened previously inaccessible interior regions to settlers, loggers, and agribusiness. Since the 1970s, approximately 15% of the Amazon rainforest has been lost, driven primarily by agricultural expansion, illegal mining, logging, and wildfires.

The scale of destruction has been staggering at its peak. Between May 2000 and August 2006 alone, Brazil lost nearly 150,000 square kilometres of forest – an area larger than Greece. Satellite data from 2018 recorded a decade-high deforestation rate, with approximately 7,900 km² destroyed in a single year, with the states of Mato Grosso and Pará bearing the worst of the losses.

What is driving deforestation?

The causes of Amazon deforestation are deeply intertwined with Brazil’s economic development model. Several key drivers stand out.

Agricultural expansion

Brazil is the world’s second-largest global producer of soybeans, and cattle ranching has long dominated Amazonian colonization because it requires less labor and generates acceptable profits. Under Brazil’s constitution, clearing land for crops is legally recognized as an “effective use” of land – the first step toward ownership. Cleared property is also valued significantly higher than forested land, creating a direct financial incentive to destroy the forest. Agricultural activities, including soybean plantations and cattle ranching, remain among the main drivers of deforestation in the Amazon.

Illegal logging and mining

Illegal logging has been repeatedly cited as a direct cause of forest loss. Mining has also increased deforestation in the Brazilian Amazon, particularly since the 1980s, with miners clearing forest to open mines, collect wood for fuel, and support subsistence agriculture. In February 2017, the Brazilian government controversially offered a reservation of 46,000 square miles for deforestation to attract foreign mining investors – a decision later reversed.

Infrastructure and road building

Roads are among the most powerful drivers of deforestation. The Belém-Brasília Highway alone attracted nearly two million settlers in its first twenty years, unleashing waves of settlement and forest clearing. Scientists using NASA satellite data have found that mechanized cropland clearing – made possible by expanded road networks – has become a significant force in Amazon deforestation.

Political decisions and weakened enforcement

Government policy has played an enormous role in accelerating or slowing deforestation. During the Bolsonaro administration (2019-2022), certain environmental laws were weakened, accompanied by reductions in funding and personnel in key government agencies. Deforestation increased by more than 50% in the first three months of 2020 compared to the same period in 2019, partly exacerbated by the COVID-19 pandemic reducing enforcement capacity.

The consequences: far beyond Brazil’s borders

The destruction of the Amazon does not stay within Brazilian territory. Its effects ripple outward – locally, regionally, and globally.

Climate disruption and the carbon crisis

The Amazon stores vast amounts of carbon. The Amazon ecosystem alone holds about 120 petagrammes of carbon – equivalent to roughly ten years of global fossil fuel emissions. When forests are cleared or burned, that carbon is released back into the atmosphere. By the 2010s, deforestation had already turned the Amazon into a net emitter of greenhouse gases rather than a carbon sink. A 2019 study projected that continued deforestation could raise temperatures across Brazil by 1.45 degrees Celsius, with knock-on effects on agricultural yields, water resources, and human health.

Over the past 35 years, deforestation has accounted for approximately 74% of the decline in dry-season rainfall in the Brazilian Legal Amazon. This matters because the Amazon generates what scientists call “flying rivers” – massive flows of water vapor that travel westward across the continent, feeding rainfall as far away as Argentina and sustaining Brazil’s own agriculture. Brazil’s electricity matrix depends on hydropower for 56% of nationally generated electricity, and the reduction of rainfall caused by deforestation directly threatens that power supply.

Biodiversity collapse

The Amazon is the most biodiverse region on Earth. Loss of the forest may lead to the extinction of thousands of species, many of which exist nowhere else. Every tree lost is not just timber – it is a habitat for insects, birds, amphibians, and plants in an intricate web of life. The Amazon has the greatest concentration of biodiversity in the world and is central to the livelihoods of indigenous and traditional communities who have stewarded it for millennia.

The tipping point threat

Scientists warn of a particularly alarming scenario: an ecological tipping point at which the Amazon becomes too degraded to generate sufficient rainfall to sustain itself, triggering a self-reinforcing cycle of drying and die-off. Currently, around 20% of the Amazon has been deforested, and at least another 20% has been degraded. Research suggests that if deforestation reaches 40%, this could set off an irreversible chain reaction that would cause the Amazon to lose around 60% of its vegetation density – a climate collapse in the world’s largest rainforest. Some research suggests this could happen as early as 2050.

In 2024, the reality of this threat became vivid. Over 36,379 square kilometers of the Amazon were degraded in 2024 – a nearly 500% increase from the previous year – driven largely by wildfires fueled by the worst drought in 70 years. The Rainforest Foundation reported that 2024 had the highest number of fires in the Brazilian Amazon since 2005, burning an area larger than the state of California.

Government and international responses

Brazil’s environmental record has swung sharply with political change, illustrating how profoundly policy shapes outcomes on the ground.

The Bolsonaro setback

The Bolsonaro years (2019-2022) saw a dramatic reversal of hard-won gains. The government defunded the Action Plan for the Prevention and Control of Deforestation in the Legal Amazon, weakened environmental agencies, and allowed illegal mining and ranching to expand. The Amazon Fund – a mechanism backed by Norway and Germany to reward deforestation reductions – was effectively paralyzed after Bolsonaro unilaterally suspended its governing board in 2019, freezing more than US$550 million in donated funds.

Lula’s environmental reversal

When President Luiz Inácio Lula da Silva returned to office in January 2023, he moved quickly to reverse course. On his first day in office, he signed a package of seven executive orders to protect the environment, reinstating the Amazon Fund, restoring enforcement agencies, and reviving the deforestation action plan. He also created a Ministry of Indigenous Peoples, appointing indigenous leader Sônia Guajajara to head it. The results were swift. Deforestation fell to an 11-year low in the 12 months through July 2024, with 5,796 square kilometers cleared – an 11% drop from the previous year and the smallest total since 2014. By late 2024, Amazon deforestation had dropped 30.6% to its lowest level since 2015.

The government’s strategy integrates federal police operations with financial intelligence, tracking supply-chain violations through banking and land registries. Lula has also pledged to achieve zero illegal deforestation in the Amazon by 2030, and this commitment was included in Brazil’s Nationally Determined Contributions under the Paris Agreement during COP29 in 2024.

International pressure and finance

Global actors have increasingly tied financial support to forest protection. The Amazon Fund, backed primarily by Norway and Germany, supports 102 conservation projects in the Amazon, including forests managed by indigenous peoples and small-scale farmers. In October 2024, Brazil’s environmental agency IBAMA levied fines totaling 365 million reais (US$64 million) on cattle ranches and meatpacking companies, including JBS SA, the world’s largest meat packer, for involvement in illegal deforestation. With Brazil set to host the UN Climate Conference COP30 in Belém in 2025 – a gateway city to the Amazon – the eyes of the world are on how the country manages this challenge.

The tension between development and preservation

Even as Lula’s government claims environmental leadership, it faces sharp internal contradictions. The administration has faced criticism from environmentalists for backing projects that could harm the region, including the paving of a controversial highway through old-growth forest, oil drilling near the mouth of the Amazon River, and building a railway to transport soy to Amazonian ports. Congress, dominated by legislators linked to agribusiness, remains resistant to strict environmental regulation.

The deeper structural challenge is that Brazil’s agricultural sector accounts for nearly 24% of its GDP when the broader agribusiness chain is included. The country is the world’s largest producer of soybeans, coffee, orange juice, and sugar. For millions of Brazilians, forest land represents economic opportunity. The tension between short-term agricultural profit and long-term ecological survival is not simply an environmental question – it is a deeply social and political one, rooted in land rights, poverty, inequality, and Brazil’s historically extractive development model.

Yet the economic case for preservation is compelling too. Economic losses due to deforestation in Brazil could reach around $317 billion per year – approximately seven times the value of all commodities produced through deforestation. Protecting the Amazon doesn’t just save trees; it protects the rainfall, the hydropower, the agriculture, and ultimately the economy itself.

The path forward: balancing growth with sustainability

Reducing deforestation in Brazil has proven possible when there is political will. Improvements in satellite monitoring, stricter enforcement of penalties for illegal land-clearing, and the revival of the deforestation action plan have all contributed to recent declines. Community-based conservation models – including extractive reserves and indigenous territorial management – have shown that forest protection and sustainable livelihoods are complementary goals, not competing ones.

Researchers and policymakers increasingly point to the need to make the living forest more economically valuable than a cleared one. Transitioning to a low-carbon economy in the Amazon could potentially add BRL 40 billion to GDP by 2050, while simultaneously generating employment for local and indigenous populations. Green bonds, carbon market mechanisms, and international climate finance all offer pathways – but only if governance is strong and enforcement is consistent.

Brazil’s challenge – and opportunity – is to demonstrate that a developing country can grow its economy while protecting the environmental systems on which that economy depends. The Amazon’s fate is not just Brazil’s story. It is a test case for whether the world can find a sustainable path forward.
