Large dams have long been treated as symbols of national progress – towering monuments to human ingenuity that promise irrigation, electricity, and flood control. But behind these promises lies a deeply contested reality. Across the world, the construction of large dams has triggered deforestation, permanently altered river ecosystems, uprooted millions of people from their homes, and imposed crippling financial costs on governments and future generations. Understanding the full weight of these consequences is essential to any honest conversation about development.

The ecological toll of large dams
When a large dam is built, the reservoir it creates doesn’t just store water – it transforms entire ecosystems. Large dams can be directly or indirectly responsible for soil erosion, species extinction, spread of waterborne diseases, sedimentation, salinisation, and waterlogging. These are not fringe outcomes; they are recurring patterns documented across continents.
Destruction of forests and wildlife habitats
The flooding of river valleys for reservoir creation submerges vast stretches of forest and wetlands. The inundation of land behind dams can submerge forests and wetlands, destroying critical habitats for migratory birds and other wildlife. Once these habitats are gone, they are almost impossible to restore.
The problem extends below the waterline too. Rivers are dynamic systems – they carry sediment, regulate temperatures, and sustain intricate food webs. Dams block these natural processes: sediment, gravel, and large woody debris get trapped in reservoirs, while the river below is stripped of the material that fish and other aquatic species depend on for spawning and shelter. Many freshwater fish species that rely on free-flowing rivers for migration and reproduction simply cannot survive these altered conditions.
Altered water quality and greenhouse gas emissions
The environmental damage doesn’t stop at habitat loss. Damming a river alters water temperatures as well as oxygen levels, salinity, and nutrient loads, with critical implications for the biodiversity of aquatic life, birds, and mammals. Reservoirs also submerge plants and organic matter that release CO₂ and methane into the air as they decompose. This undermines the popular framing of hydropower as a clean, emissions-free energy source – a claim that deserves serious scrutiny.
Human displacement: the most visible cost
Of all the criticisms levelled at large dams, forced displacement is the most immediate and human. According to the World Commission on Dams, large dams have forced between 40 and 80 million people from their homes and lands, with impacts including extreme economic hardship, community disintegration, and an increase in mental and physical health problems. Indigenous, tribal, and peasant communities have suffered disproportionately.
Inadequate compensation and resettlement
The displacement itself is only part of the problem. What follows is often worse. Dam-induced displacement often leaves affected populations worse off than before. A study of 44 large dams built between the 1950s and early 2000s, which together displaced 1.2 million people, found that resettlement worsened living standards for most households in 82% of cases.
Those displaced are rarely in a position to advocate for themselves. Marginalized communities – tribal groups, subsistence farmers, and rural households – tend to bear the heaviest burden while receiving the least in return. Large dams have led to forced displacement, health problems, loss of food sources and traditional ways of life, community impoverishment, and the criminalization of social protest. For many families, being relocated means losing not just a home but an entire way of life, including ancestral land, fishing rights, and community bonds that took generations to build.
The financial burden: when dams cost more than promised
Large dams are frequently sold to governments and the public on the basis of ambitious economic projections. In practice, those projections consistently fall short. The World Commission on Dams found that the average cost overrun for large dams is 56 percent – meaning a dam projected to cost $1 billion typically ends up costing $1.56 billion. Half of the dams surveyed had a construction delay of one year or more.
Data show that the majority of dams built cost 96% more than their initial budgets, with construction taking approximately 8.6 years on average – and often longer before operations begin. These overruns translate directly into public debt, diverting resources from education, healthcare, and other social needs. The World Commission on Dams also found that large irrigation dams typically fell short of physical targets, did not recover their costs, and were less economically profitable than expected.
The Narmada Bachao Andolan: a landmark resistance movement
Perhaps no case better illustrates the controversy surrounding large dams than the Narmada Valley Development Project in India – and the resistance movement it sparked. The Narmada Bachao Andolan (NBA), or “Save the Narmada River Movement,” is an Indian social movement spearheaded by native tribes, farmers, environmentalists, and human rights activists against a number of large dam projects across the Narmada River.
The scale of the project and its consequences
Origins and leadership of the movement
The Narmada Bachao Andolan began in 1985 to protest the lack of an appropriate resettlement and rehabilitation policy for the more than 250,000 people displaced due to the construction of large dams along the Narmada River. It was initially a cluster of regional groups that united under a common banner in 1989, led by activist Medha Patkar and humanitarian Baba Amte.
In 1985, the World Bank agreed to finance the Sardar Sarovar Dam with a contribution of $450 million without consulting the indigenous communities that were to be displaced. When construction began in 1987, the injustices of the government’s relocation program became visible: there was not enough land available for redistribution, amenities were poor, and settlers struggled to adapt to new environments. This betrayal galvanized communities into organized resistance.
Strategies and key victories
The NBA pursued its goals through court actions, hunger strikes, rallies, and international campaigning – all strictly non-violent and inspired by Gandhian principles. Though the NBA began with the issue of displacement and resettlement, it went on to raise broader questions, ultimately challenging the very paradigm of development represented by the Sardar Sarovar Project.
The movement’s most significant early victory came in 1993. After the Morse Commission exposed serious flaws in the project’s planning – including the lack of environmental assessments and unresolved rehabilitation gaps – the World Bank withdrew its financial support, marking a significant win for the NBA. It was the first time a community-level opposition effectively redirected World Bank policy. This outcome also led directly to the formation of the World Bank Inspection Panel, a mechanism that holds the Bank accountable for its social and environmental commitments.
The NBA received the Right Livelihood Award in 1991, recognizing its sustained non-violent struggle for social and environmental justice. The movement’s legacy extends well beyond the Narmada Valley – it helped establish new standards for environmental impact assessment and community consultation in development projects across India and inspired similar grassroots resistance movements worldwide.
Broader implications: rethinking the development paradigm
The debate around large dams is, at its core, a debate about whose interests development serves. The World Commission on Dams found that the benefits of large dams have largely gone to the wealthy, while the costs – social, environmental, and financial – have been disproportionately borne by the poor and marginalized.
This imbalance raises serious questions about planning processes. The WCD report recommended that affected people should give free, prior informed consent – expressed through binding formal agreements – before any large dam project proceeds. This standard, which was radical at the time, is now increasingly recognized as a minimum requirement for ethical development practice.
Critics also point out that alternatives to large dams are routinely overlooked. The WCD found that many different options for meeting energy, water, and food needs exist – including demand-side management, supply efficiency improvements, and decentralized water harvesting – and that these alternatives are often more sustainable and cheaper than large dam projects. The NBA itself advocated for small dams, lift irrigation schemes, and watershed development as viable substitutes that would not require mass displacement or ecological destruction.
The pattern of cost overruns, ecological harm, and inadequate resettlement is not unique to any single country. It is a systemic feature of how large dam projects have been planned and executed globally. To realize broader sustainability and social justice in hydropower development, it is critical to pursue research focused on displacement and other social risks – and to ensure that displaced populations are successfully resettled. Development that ignores these realities is not progress; it is the redistribution of suffering.
