When we think about science, we often picture laboratories, universities, and research papers locked away behind paywalls. But in India, a different story unfolded – one where science stepped out of the ivory tower and walked into villages, classrooms, and marketplaces. People’s Science Movements (PSMs) emerged as grassroots forces that treated science not as the property of an elite few, but as a tool for social transformation. Among these, the Kerala Sastra Sahitya Parishad (KSSP) and the Tamil Nadu Science Forum (TNSF) stand out as two of the most influential and enduring examples. Their journeys reveal how ordinary citizens – writers, teachers, researchers, and activists – built institutions that reshaped education, literacy, environment, and social justice at the community level.

What are People’s Science Movements?
People’s Science Movements are voluntary, citizen-led organizations that work to democratize scientific knowledge. They operate on a core belief: that science belongs to everyone, and that a scientifically aware population is better equipped to challenge exploitation, superstition, and inequality. In India, these movements emerged in the 1960s and grew steadily through the 1980s and 1990s, drawing inspiration from left-progressive traditions and social reform histories unique to different states. They are distinct from government science programs because they combine scientific outreach with a direct critique of how science and technology are controlled and who benefits from them. As documented in ScienceDirect’s review of PSMs in India, these organizations challenged the reality that a privileged minority was monopolizing the benefits of science and technology at the expense of the majority.
Kerala Sastra Sahitya Parishad (KSSP): science for social revolution
KSSP is widely regarded as the pioneer of India’s People’s Science Movement. Founded in 1962 in Kerala, it began modestly – a 40-member group of science writers whose initial goal was simply to publish science literature in Malayalam, the local language. But the founders quickly realized that publications alone were not enough. Science needed to reach the poor, the rural, and the marginalized in a meaningful way.
From a writers’ forum to a mass movement
The transformation of KSSP from a literary forum into a mass movement was gradual but decisive. By 1968, KSSP had established connections with scientists from Kerala working across India, and had sharpened its focus on popularizing science among ordinary people. The real philosophical shift came in 1972. KSSP formally adopted the motto “Science for Social Revolution,” recognizing that a privileged minority was monopolizing scientific and technological benefits and that the organization’s mission was to arm people with knowledge to reverse this imbalance. By 1996, KSSP had grown to 60,000 members spread across about 2,000 units throughout Kerala – a remarkable organizational scale for a voluntary movement.
Key contributions of KSSP
KSSP’s work spans education, environment, health, literacy, and rural technology. Some of its most significant contributions include:
Total literacy: KSSP was a major force behind Kerala achieving total literacy by 1991. It used its network of members and a culturally innovative medium called Kala Jatha (Art Caravans) – combining street theatre, music, and dance – to carry literacy campaigns into every village. These campaigns reached an estimated 60 to 70 million people.
Science publishing: KSSP became India’s largest science publisher in regional languages, having produced over 2,000 titles in Malayalam. It also runs periodicals such as Shastragati for adults, Shastrakeralam for high school students, and Eureka, a bilingual magazine for primary school children focused on nurturing scientific curiosity through games and activities.
Environmental campaigns: KSSP gained national prominence through its campaigns against the Gwalior Rayon Factory’s pollution at Mavoor and its opposition to the Silent Valley Hydroelectric Project. These were early, powerful examples of science-backed environmental advocacy by a people’s organization.
Rural technology and women’s empowerment: Through its Integrated Rural Technology Centre (IRTC), KSSP developed practical tools for rural communities, including an energy-efficient hot box for rice cooking and a portable biogas plant. It also trains rural women in small-scale production – soap-making, mushroom farming, and studio pottery – helping them build livelihoods.
In 1996, KSSP received the Right Livelihood Award – often called the “Alternative Nobel Prize” – for its contribution to a model of development rooted in social justice and popular participation. The award was a recognition not just of what KSSP had built in Kerala, but of the model it had shown the rest of India.
Tamil Nadu Science Forum (TNSF): science at the intersection of equity
Inspired by KSSP’s example in Kerala, Tamil Nadu developed its own vibrant People’s Science Movement. The Tamil Nadu Science Forum (TNSF) was founded in 1980 by a group of research scholars at Madras University. In its early years it functioned primarily as an organizer of popular science lectures. But its scope and character changed dramatically over the following decade.
The literacy movement as a turning point
The launch of Total Literacy Campaigns across Tamil Nadu in 1991 proved to be TNSF’s defining moment. The Forum played a leading role in the Arivoli Iyakkam (Light of Knowledge Movement), assisting District Literacy Societies in planning and implementing campaigns across the first 10 districts where these drives were launched. This deep immersion in rural literacy work brought TNSF activists into direct, sustained contact with the poorest and most oppressed sections of Tamil society – and it completely reshaped the organization’s agenda and methods. Science communication was no longer just about knowledge transfer; it became inseparable from questions of caste, gender, poverty, and power.
Programs and focus areas
Today, TNSF works across six interlinked areas: science communication, universal education, universal health care, women’s self-reliance, environment education, and sustainable development. Its membership of around 12,000 includes scientists, farmers, teachers, and women from almost every walk of life, with its strongest presence in rural areas.
Publications and children’s outreach: TNSF publishes Thulir, a monthly children’s science magazine in Tamil that reaches nearly 50,000 children. For urban children, it launched Jantar Mantar in English. It also publishes Arivu Thendral, a monthly broadsheet specifically for women in self-help groups. TNSF’s science book Anuvilirindu Aagayam Varai (From the Atom to the Universe) won recognition as the best popular science book in Tamil and was later adopted as a textbook by two universities.
Street theatre as science communication: TNSF has developed an extensive repertoire of street plays covering topics like cholera prevention, blood donation, pollution, children’s education, and gender discrimination. This form of direct, participatory communication has proved particularly effective in reaching rural communities where literacy and media access remain limited.
Education reform: TNSF has been a consistent advocate for child-centered and activity-based learning in Tamil Nadu’s schools. The state government has involved TNSF in committees related to school curriculum, syllabus, and textbook formation – a significant recognition of its expertise. Its Magil Ganitam program works with the Tamil Nadu public school system to make mathematics more engaging and accessible.
Social critique through science: TNSF takes an explicitly sociological view of science. In its framework, “science” includes the social sciences – so TNSF organizes special social science festivals that explore themes like caste, religion, democracy, food, and housing through a rational, inquiry-based lens. This approach directly challenges superstition, caste-based discrimination, and gender inequality using the tools of evidence and critical thinking.
The AIPSN: building a national network
Both KSSP and TNSF are part of a larger national ecosystem of People’s Science Movements. In 1987, during an All India Workshop organized by KSSP, the All India People’s Science Network (AIPSN) was born. Formally established in February 1988 at Kannur in Kerala, it started with 28 member organizations and today has over 35 members spanning most Indian states. The network includes bodies such as the Bharat Gyan Vigyan Samiti (BGVS), Paschim Banga Vigyan Mancha, and the Pondicherry Science Forum, among others.
AIPSN pioneered adult literacy efforts at the national level in 1990, nucleating the BGVS, which then partnered with the Ministry of Human Resource Development to spearhead Total Literacy Campaigns across districts nationwide. Through these campaigns, the AIPSN was able to reach 60,000 villages in various states – one of the most expansive grassroots mobilizations in post-independence India. The success of these literacy drives also drew PSMs into sustained work on women’s empowerment, rural micro-enterprises, and school education reform.
The “science for social revolution” ethos
What ties these movements together is a shared ethos – the conviction that science is not politically neutral. KSSP and TNSF both operate from the belief that scientific knowledge, when controlled by elites and corporations, can entrench inequality. But when that same knowledge is democratized and placed in the hands of farmers, women, workers, and children, it becomes a force for liberation. This is what the motto “Science for Social Revolution” actually means in practice: not just teaching people about atoms and ecosystems, but using scientific reasoning to expose exploitative policies, challenge superstition, resist environmental destruction, and build community self-reliance.
This approach has had measurable outcomes. Kerala’s achievement of near-total literacy, Tamil Nadu’s improvements in public health communication, and the rollout of national literacy campaigns through the BGVS are all partly traceable to the organizational energy and methodology developed by these movements. As noted in academic analyses of KSSP’s model, its use of vernacular publications, cultural caravans, and local-level organizing created a template for science popularization that institutional structures in India had not previously achieved.
Challenges and continued relevance
Despite their achievements, India’s PSMs face real pressures. Funding remains a persistent challenge – KSSP operates with minimal foreign aid, relying heavily on revenue from book sales. Replicating the KSSP model in states without Kerala’s strong social reform history and progressive political traditions has proven difficult. Meanwhile, the growing privatization of education and healthcare, the rise of digital misinformation, and the resurgence of religious conservatism create new fronts on which these movements must engage.
Yet the relevance of PSMs has arguably increased rather than diminished. In an era of vaccine hesitancy, pseudoscience, and algorithmic misinformation, organizations with deep community roots and a track record of building scientific temper at the grassroots remain essential. TNSF’s integration of social critique into science communication, and KSSP’s model of combining publishing, cultural performance, and community organizing, continue to offer frameworks that few institutions can match.
