Whether you access a lecture through a university portal, learn a new skill via a YouTube tutorial, or catch up on global news through a smartphone app, you are participating in a knowledge society – one that runs entirely on ICT infrastructure. But who gets to participate, and on what terms? The infrastructure that powers knowledge creation and sharing is not neutral. It shapes opportunity, reinforces hierarchies, and either opens or closes the door to full social and economic participation.

What ICT infrastructure actually means

ICT infrastructure refers to the physical and digital systems that enable information to be created, stored, processed, and transmitted. This includes telecommunications networks (telephone lines, fiber-optic cables, satellites), the Internet, broadcasting systems, and the devices – computers, smartphones, tablets – through which people access these networks. Together, these components form the backbone of what sociologists call a knowledge society: a society where information and knowledge, rather than industrial production, drive economic and social life.

The US Federal Communications Commission has described this shift plainly – the industrial economy has been replaced by an information economy, one entirely dependent on the performance of core communication networks. From healthcare to education to commerce, these networks are now foundational infrastructure, not optional add-ons.

From telegraph to broadband: the evolution of telecoms

The story of modern ICT infrastructure begins with telecommunications. Early telegraph systems in the 19th century first made it possible to transmit information across distances in real time. The telephone followed, enabling voice communication. By the mid-20th century, radio and television had turned mass communication into a one-to-many broadcast model, where centralized sources pushed information out to large passive audiences.

The pivotal shift came with the digitization of telecommunications. Since the 1960s, digital technologies gradually replaced analog systems – voice communication was supplemented by data, metallic wires gave way to fiber optics, and the Internet emerged as a network independent of any single physical medium. The ARPANET, a four-node network that came online in December 1969, eventually evolved into the global Internet we know today.

This evolution mattered enormously for knowledge dissemination. Where the telegraph and telephone were point-to-point tools, and broadcast media were one-directional, the Internet introduced a many-to-many communication model. Anyone with access could not only receive information but create and share it – fundamentally changing who counts as a knowledge producer.

The Internet as a knowledge-sharing infrastructure

The Internet is arguably the most transformative ICT infrastructure for knowledge dissemination. It collapsed the distinction between producers and consumers of knowledge. Early Web 1.0 was largely static – websites published information, users read it. Web 2.0 changed this by enabling user-generated content: blogs, wikis, forums, and social media platforms allowed ordinary people to contribute to the global knowledge pool without needing to control a server or know how to write HTML.

The sociological significance here is substantial. Knowledge was historically controlled by institutions – universities, governments, publishers, religious authorities. The Internet disrupted this gatekeeping function. Open-access journals, digital libraries, MOOCs (Massive Open Online Courses), and platforms like Wikipedia have made enormous quantities of knowledge freely accessible to anyone with a connection. This is the democratizing potential of Internet infrastructure.

Mobile technology and the leapfrog effect

One of the most sociologically interesting developments in ICT infrastructure has been the role of mobile networks, particularly in the Global South. In many developing nations, fixed-line telephone and broadband infrastructure was never widely built – the investment costs were too high. Mobile technology allowed these regions to leapfrog earlier technological stages and adopt advanced connectivity directly.

Africa is the clearest example. Mobile banking emerged before traditional banking reached rural populations. Mobile internet arrived before fixed broadband. This pattern shows that ICT infrastructure does not always follow a linear path – and that mobile networks have dramatically expanded who can participate in knowledge societies. As one analysis notes, mobile technology transformed phones from simple communication devices into portable knowledge portals, bringing educational content, health information, and economic opportunities to previously isolated communities.

Mass media as a knowledge dissemination tool

While the Internet dominates current discussions, mass media – radio, television, and print – remains a critical component of knowledge infrastructure, especially in regions where Internet penetration is still low. Radio in particular continues to reach populations that smartphones and broadband cannot.

Mass media’s role in knowledge sharing operates differently from the Internet. It is less interactive and more centrally controlled, but it reaches large audiences simultaneously and can create common knowledge – shared awareness of events, norms, and information across a population. Research published in Political Science Research and Methods found that public, broadcast dissemination of information – as opposed to private, individual delivery – has a significantly stronger effect on shaping social norms and coordinating behavior. This public dimension makes mass media uniquely powerful as a societal knowledge tool, even in an age of personalized digital feeds.

However, mass media carries its own equity concerns. Ownership concentration means that a handful of corporations or governments often control what information reaches mass audiences. Content is frequently produced in dominant languages, leaving linguistic minorities at a disadvantage. And access to television or newspapers still requires a degree of material resources that excludes the poorest communities globally.

The digital divide: when infrastructure fails to reach everyone

The central equity problem in ICT infrastructure is what researchers and policymakers call the digital divide – the gap between those who have meaningful access to digital technologies and those who do not. This divide operates at multiple levels.

The access gap

The most visible layer is physical access: do you have a device, a connection, and electricity? According to UNCTAD’s SDG Pulse, in 2024, two-thirds of the world’s population used the Internet – meaning 2.6 billion people remained offline. While 4G mobile networks now cover 92% of the world’s population, only 54% of people in sub-Saharan Africa live in areas covered by such networks. Coverage is not the same as access. Even where networks exist, affordability is a major barrier. In the least developed countries (LDCs), a fixed broadband subscription costs the equivalent of one-sixth of per capita income – a prohibitive expense for most households.

The ITU’s Facts and Figures 2024 report confirms that Internet use continues to grow globally but that universality remains elusive, particularly in low-income regions, and that the urban-rural divide in connectivity has seen little improvement.

The skills and literacy gap

Even when physical access exists, a second layer of the divide concerns digital literacy – the ability to effectively use ICT tools to find, evaluate, and apply information. As research on the digital divide shows, many individuals can technically connect to the Internet but lack the skills to benefit from it, navigate misinformation, or use it for education and economic advancement. Community informatics scholars like Michael Gurstein distinguish between mere access and effective use – the latter requiring not just connectivity but the cognitive and social capacity to translate access into real-world benefit.

This gap is not random. It follows existing social fault lines. Income, education, age, gender, and geography are all associated with digital literacy levels. In developing countries, a pronounced gender digital divide persists, with women significantly less likely to be active Internet users than men in the same communities.

The quality and content gap

A third layer of the divide is about the quality of access and the relevance of available content. Someone with slow, expensive, intermittent mobile data in a rural area is technically “connected” – but their experience of the knowledge society is vastly different from someone with high-speed fiber broadband in an urban center. The Global Digital Inclusion Partnership argues that policy frameworks must move beyond simply building infrastructure to ensuring that connectivity is universal, affordable, and meaningful – that it enables people to do substantive things online rather than just reaching a technical definition of being connected.

ICT infrastructure and the knowledge society: who gets to participate?

Participation in a knowledge society is not just about having access to information. It involves the ability to contribute to knowledge creation, engage in public discourse, access quality education, and exercise economic opportunity through digital means. ICT infrastructure is the prerequisite for all of this – which is why infrastructure gaps translate directly into social and economic exclusion.

The stakes are high. A 2025 study published in Sustainability analyzed data across 27 European nations and found that national investments in ICT coverage, digital skills programming, and online privacy protections were all positively associated with progress on the UN Sustainable Development Goals. In other words, ICT infrastructure investment is not just a technology policy – it is a development and equity policy.

International efforts reflect this understanding. The ITU and UNICEF’s Giga initiative aims to connect every school in the world to the Internet. As of 2023, the initiative had mapped over one million schools and connected more than 30,000. The rationale is straightforward: school connectivity is not a luxury but a prerequisite for educational equity in a knowledge society.

Toward equitable ICT infrastructure

Closing the infrastructure gap requires more than laying cables or launching satellites. Several approaches have gained traction:

Public-private partnerships have become a dominant model for extending infrastructure to underserved areas, where private investment alone is insufficient. The ITU actively fosters such partnerships to expand broadband in regions like Africa and Latin America. Community networks – Internet infrastructure deployed and managed by local communities – offer an alternative model where communities build their own connectivity rather than waiting for commercial providers. Regulatory frameworks that mandate affordable pricing and universal service obligations push telecoms operators to extend access beyond profitable urban markets. And digital literacy programs recognize that infrastructure without skills investment leaves a gap between access and effective participation.

The challenge is also political. As the Global Digital Inclusion Partnership notes, twenty years after the World Summit on the Information Society committed to bridging the digital divide, the divide persists – and those left offline are increasingly excluded from a wave of digital transformation reshaping economies and governance worldwide. Simply building infrastructure and assuming people will come is no longer sufficient. Policies must address skills, safety, human rights, and affordability together.
