The world of work no longer rewards those who learned a fixed set of skills two or three decades ago and stopped there. In a knowledge society – an economy driven primarily by information, expertise, and innovation rather than raw materials or manual labor – the ability to acquire new skills continuously is not optional. It is the baseline. Yet education systems, labor markets, and technology infrastructures across the globe are still catching up with this reality, leaving significant gaps in who gets to participate in the knowledge economy and on what terms.

What is a knowledge society and why do skills matter so much?
A knowledge society is one where the creation, distribution, and application of knowledge becomes the central driver of economic growth and social progress. In this context, human capital – the skills, competencies, and knowledge workers bring – replaces land or machinery as the most valuable productive resource. According to the Asian Development Bank, a knowledge-based economy uses information resources – skills, technologies, and processes – to achieve and accelerate economic growth. This makes education and skills one of its most critical pillars.
The stakes are high. Skills are no longer static assets. Rapid technological change, globalized competition, and shifting labor demands mean that qualifications earned at one stage of life can become obsolete within years. The World Economic Forum estimates that by 2025, 50% of all employees would need reskilling due to the adoption of new technologies, and that over two-thirds of skills considered important in today’s job requirements will change within five years. This is not a distant forecast; it is an ongoing transformation.
The limits of traditional education systems
Conventional education – built around fixed curricula, standardized testing, and a defined endpoint at graduation – was designed for an industrial era in which skills remained stable across careers. That model is increasingly misaligned with the demands of a knowledge-based economy. UNESCO’s landmark Delors Report argued precisely this point: formal education tends to prioritize knowledge acquisition at the expense of other essential forms of learning, stressing the need to think about learning across the entire lifespan and to develop relevant skills, knowledge, and attitudes for work, citizenship, and personal fulfillment.
The report proposed four foundational pillars of learning – learning to know, to do, to live together, and to be – framing education not as preparation for work alone, but as a continuous, holistic process. This vision challenges education systems to move away from one-time credentialing and toward developing individuals who can learn, adapt, and innovate throughout their lives.
Adaptive education as a response
In response to these limitations, the concept of adaptive education has gained traction. Rather than delivering a uniform curriculum to all students, adaptive education is designed to be flexible and responsive to the needs of diverse learners and evolving labor markets. Research published by IGI Global highlights a fundamental shift underway in education: the focus is moving from “teaching” to “learning,” with educators increasingly acting as designers of learning environments rather than transmitters of fixed content. The goal becomes giving students the tools to learn independently – a skill that serves them far longer than any specific technical knowledge.
This reorientation is also reflected in policy. The Asian Development Bank recommends that developing economies introduce flexible education systems, expand polytechnic training for gray-collar workers with professional credentials, and support industry-university collaborations for applied learning and research commercialization. These are not minor adjustments; they represent a structural rethinking of how education serves society.
Lifelong learning as the organizing principle
Lifelong learning is the idea that education does not end at school or university but continues in formal, non-formal, and informal settings throughout a person’s life. UNESCO’s 1972 publication Learning to Be was among the first to argue that lifelong learning should be the keystone of education policy and that creating a learning society should be a core strategy for individual and societal advancement. Decades later, this principle has moved from aspiration to necessity.
Lifelong learning spans a wide range of activities: formal degree programs and vocational training, but also self-directed study, online courses, workplace training, and informal learning through experience. Research in educational studies describes it as a process through which individuals acquire competencies across different areas of their lives – occupational, social, and personal – in response to a rapidly changing world. Crucially, it is not just about accumulating information; it is about developing the capacity to keep learning, to critically assess new knowledge, and to apply it effectively in changing circumstances.
Micro-credentials and modular learning
One concrete shift in how lifelong learning is being delivered is the growth of micro-credentials – compact, competency-focused certifications that allow learners to acquire specific skills without committing to a full degree program. Research cited by education technology firm Anthology shows that up to 70% of institutions offering micro-credentials do so explicitly to support lifelong learning, with around 61% aiming to improve employment skills and earnings. These credentials are stackable – each course builds on the last – and can be accumulated over a career to build an increasingly sophisticated skill profile.
UNESCO also highlights the role of credit banks, which allow learners to accumulate and transfer educational credits from various learning experiences, making it easier to continue education and professional development across institutions and over time. Together, these tools represent a more agile, personalized approach to skill acquisition that fits around work, family, and other commitments.
The role of ICTs in expanding access to skills
Information and communication technologies (ICTs) have transformed how people access knowledge and training. Online platforms, digital course libraries, mobile learning applications, and open educational resources have made it possible – in principle – for anyone with internet access to acquire skills that were once available only through expensive or geographically distant institutions. The International Telecommunication Union (ITU) identifies digital skills development as a core objective, using a multi-stakeholder approach that involves governments, the private sector, academia, and research institutions to design training materials and deliver them through both online and face-to-face formats.
Research in information systems management confirms a strong correlation between investments in ICT, human capital development, and economic growth indicators – particularly in transition and developing economies. Countries that invest in ICT infrastructure and ICT-based workforce training consistently show gains in competitiveness and human development outcomes. In Kenya, for example, national ICT strategy explicitly recognizes that an ICT-literate workforce is the foundation for becoming a knowledge-based economy, and curriculum reforms have been designed to equip all learners with digital literacy skills from early schooling onward.
The digital divide as a barrier
However, the transformative potential of ICTs in education is not equally distributed. The digital divide – the gap between those with reliable internet access, devices, and digital literacy, and those without – creates a two-tier knowledge society. The World Economic Forum notes that young people from lower socioeconomic backgrounds are particularly exposed to “digital poverty,” with one in five households with children in the UK having no access to an appropriate device. In least developed countries, connectivity constraints directly limit the quality and reach of ICT-based training.
A systematic review published in ScienceDirect identifies the key barriers to closing digital skill gaps as limited access to quality educational resources, outdated curricula, high infrastructure costs, and inadequate regulatory support. Meanwhile, the enablers include accessible digital infrastructure, inclusive policies, government-led digital literacy initiatives, and industry-aligned curricula. The conclusion is clear: technology expands access to the knowledge society, but only when the infrastructure and policies to support it are in place.
Reskilling and upskilling the workforce
Beyond initial education, the knowledge society demands that workers continuously update their competencies throughout their careers. Reskilling refers to learning entirely new skills to move into a different role, while upskilling means deepening or extending existing skills to stay current in one’s field. Both are increasingly central to workforce planning. Research on workforce development for Industry 4.0 argues that lifelong learning should be a formal strategic goal for both organizations and individuals, and that learning opportunities must be made accessible, available, and affordable at scale.
The economic returns are tangible. Research cited by the World Economic Forum shows that even mastering a single digital skill boosts an employee’s earnings by 23%, while proficiency in three or more digital skills can increase wages by approximately 45%. This makes digital upskilling not just a productivity issue for employers, but a pathway to income growth and social mobility for workers themselves.
Yet access to reskilling opportunities remains uneven. The Global Solutions Initiative highlights that vulnerable populations – including low-income workers, those in rural areas, and those without formal qualifications – often face the highest barriers to reskilling while simultaneously being most at risk from automation. Addressing this requires deliberate policy design: public-private partnerships, TVET programs, community learning centers, and flexible credentialing systems that recognize skills gained outside formal institutions.
Preparing education systems for an uncertain future
Perhaps the most difficult challenge is that education systems must prepare people for jobs and skills that do not yet exist. A 2016 World Economic Forum report projected that 65% of children entering primary school at the time would ultimately work in job types that had not yet been created. Curricula cannot simply be updated to reflect current demand; they need to cultivate the capacity to learn, adapt, and think critically – the meta-skills that transfer across any future context.
This requires education systems to embed a blend of technical and human skills – combining data literacy, digital fluency, and domain expertise with critical thinking, collaboration, communication, and emotional intelligence. PwC’s global upskilling initiative frames this as a shared responsibility: governments must enable citizens to participate in the future workforce, educational institutions must digitally transform themselves to offer relevant programming, and businesses must invest in the continuous development of their people. No single actor can close the skills gap alone.
