How did Indian cities come to look the way they do today? The answer lies not just in architecture or population growth, but in the deep interplay between culture, history, and ecology. Urban ecology – the study of how human activity and the natural environment interact within cities – takes on a uniquely complex form in India. From the precisely planned streets of the Indus Valley Civilization to the caste-divided neighborhoods of contemporary metropolises, the ecological structure of Indian cities has always been shaped by far more than geography. It reflects who held power, what social hierarchies were considered natural, and how different communities related to land, water, and space.

The ecological blueprint of ancient Indian cities
India’s urban ecological story begins over 4,000 years ago. The Indus Valley Civilization (c. 3300-1300 BCE) produced some of the most deliberately planned cities in the ancient world. Cities like Harappa and Mohenjo-daro were noted for their urban planning, baked brick houses, elaborate drainage systems, and water supply systems – features that set them apart from other civilizations of the same era.
What made these cities ecologically remarkable was not just their infrastructure, but the thinking behind it. Indus Valley cities were built on a grid system with main streets oriented north-south and east-west, with covered drains running along the main streets and connected to smaller drains from individual houses – demonstrating a sophisticated awareness of public health and sanitation. At Mohenjo-daro alone, over 700 wells have been uncovered, translating to roughly one well for every three houses – a ratio unmatched by contemporaneous civilizations in Egypt or Mesopotamia.
The cities were also pre-planned before being inhabited, suggesting a strong central authority. Unlike cities of other cultures that developed from smaller rural communities, Indus Valley cities were thought out, a site chosen, and purposefully constructed prior to full habitation – reflecting a degree of ecological intentionality that would not be replicated in Indian urban history for millennia.
Cultural and social forces shaping urban ecology
After the decline of the Indus Valley cities around 1300 BCE, subsequent urban settlements in India developed under very different ecological logics – ones shaped heavily by cultural beliefs, religious hierarchies, and social structures rather than purely technical planning principles.
The role of caste in organizing urban space
Perhaps no social institution has shaped the ecological structure of Indian cities as durably as the caste system. Spatial segregation as a constitutive feature of India’s caste society is centered on the overlap between caste and hereditary occupations graded along a purity-impurity axis. This was not merely a rural phenomenon – it translated directly into how urban neighborhoods were organized.
Historical studies document this clearly. Studies of Agra, Lucknow, and Haryana found caste to be a predominant factor in the organization of urban neighborhoods, with residential areas highly segregated along caste lines even when public spaces like markets showed a mixture of castes. Research on Pune further showed that urbanization, industrialization, and modernization had virtually no effect on residential segregation based on caste, religion, or ethnicity.
This segregation carries direct ecological consequences. Communities assigned lower-caste status were historically confined to urban peripheries or to areas with the least access to sanitation, clean water, and green space. Caste, intersecting with notions of pollution and purity, has been an under-recognized role in the making of deeply inequitable, environmentally unjust, and splintered Indian cities.
Ethnic and religious loyalties as ecological forces
Beyond caste, ethnic and religious identities have also structured how urban space is divided and inhabited. In Delhi, multiple caste, class, linguistic, and kin group fissures create the city’s divisions, with class-based segregation as the most visible face but concealing long-standing exclusions based on caste and ethnicity. In cities like Ahmedabad, religion-based segregation becomes even more pronounced.
This pattern of community-based spatial clustering is not unique to any one city. Caste-based residential segregation persists or worsens in 60 percent of cities in an all-India sample, with differences by region and city size. The ecological implication is significant: where you live in an Indian city has historically determined your access to water, sanitation, open space, and environmental quality – and that determination has often been made by social identity rather than economic choice alone.
Colonial urban ecology: a new kind of division
The arrival of British colonial rule introduced a different but equally powerful set of ecological organizing principles. Colonial administrators planned Indian cities around the needs of imperial administration, trade, and military control rather than the ecological or social needs of existing populations.
Port cities like Mumbai and Kolkata grew as commercial and administrative hubs, with distinct spatial zones for different races and classes. The British colonial government’s emphasis on order and monumentality led to the demolition of Indian settlements and the loss of historical and cultural sites, with early 20th-century Town Planning Acts and Improvement Trusts often displacing low-income communities and their livelihoods.
The ecological inequality of the colonial city was stark. Wealthier colonial districts received better drainage, sanitation, and green spaces, while Indian neighborhoods – particularly those housing lower castes and working-class communities – were crowded and underserved. This spatial and ecological inequality did not disappear after independence; in many ways, it was inherited by the postcolonial city.
Post-independence urban planning and ecological outcomes
When India gained independence in 1947, urban planning became a national project tied to ideas of modernization and national identity. The country moved quickly to build new planned cities as symbols of a forward-looking republic.
Chandigarh and the modernist experiment
Chandigarh was India’s first post-independence planned city, conceived by the Swiss-French architect Le Corbusier and structured around self-contained sectors integrating housing, commerce, institutions, and open space. Prime Minister Jawaharlal Nehru famously described it as a city meant to symbolize a future unfettered by the traditions of the past.
Yet the ecological ambitions of these new cities were only partially realized. Looking at plans for Chandigarh, Bhubaneswar, and Gandhinagar, it can be said that the plans broadly recognized local ecology but did not comprehensively accommodate it – the plans did not explicitly address climate responsiveness or allow ecology to lead the planning process. The focus remained on functionality and modernist aesthetics.
When planning ignored ecology
As India’s urbanization accelerated through the latter half of the 20th century, the gap between planning intention and ecological reality widened. A primary way in which town planning failed Indian cities was by ignoring landform as an element of design – treating land as flat and transactional rather than responding to its natural contours, drainage patterns, and ecological relationships. The result is visible in how most Indian cities flood, having been built without accounting for natural water flows.
India’s urban population surged from 11.4% in 1901 to over 31% by 2011, with projections of nearly 41% by 2030 – a pace of growth that post-independence planning was never fully equipped to manage ecologically. Rapid urbanization led to the proliferation of informal settlements, encroachment on wetlands and forests, and the degradation of urban water bodies – all of which concentrated environmental burdens on the city’s most marginalized communities.
The persistence of social ecology into the present
Despite the formal commitments of the Indian Constitution and post-independence development policy, traditional social structures continued to shape urban ecology from the ground up. Data from five major Indian cities – Bengaluru, Chennai, Delhi, Kolkata, and Mumbai – shows that not only are Indian cities highly segregated, but population size appears to have no association with the extent of segregation. Even India’s largest and most economically dynamic cities remain deeply divided along caste lines.
Caste functions as an under-recognized marker of environmental inequalities in urban India, producing what researchers term “environmental unfreedoms” – conditions that are fundamentally dignity-robbing in their consequences. Colonial-era legal language around “encroachment,” still used to justify evictions today, often falls hardest on Dalit communities, linking ecological narratives directly to caste-based displacement.
From ancient design to modern complexity
The trajectory of urban ecology in Indian cities traces a long arc – from the ecologically conscious planning of the Indus Valley, through centuries of caste and community-based spatial organization, through the extractive ecology of colonial rule, and into the uneven modernism of post-independence development. What makes India’s urban ecological structures so complex today is precisely that none of these layers have been fully replaced. They coexist, overlap, and interact within the same city blocks.
Contemporary urban policy frameworks like the Smart Cities Mission and AMRUT attempt to address infrastructure deficits and environmental challenges. Post-independence India enacted significant urban planning legislation – from the Delhi Development Act of 1957 to state-level Town and Country Planning Acts – establishing Development Authorities in hundreds of cities. However, as researchers consistently point out, legal frameworks alone cannot undo the socially embedded ecological inequalities built over centuries.
Understanding urban ecology in India, then, means understanding that cities are not just physical spaces – they are social archives. Their streets, neighborhoods, drainage systems, and green spaces record the history of who was valued, who was excluded, and whose relationship with the natural environment was considered worth protecting.
