India’s relationship with horticulture is ancient, layered, and deeply intertwined with how its people have organized their economies, communities, and daily lives for thousands of years. From meticulously maintained fruit orchards in the Indus Valley to a modern sector producing over 367 million tonnes of crops annually, the story of horticultural societies in India is one of continuous adaptation – shaped by emperors, missionaries, scientists, and millions of smallholder farmers. Understanding this evolution helps us see horticulture not merely as farming, but as a social and economic institution that has quietly transformed Indian society across the centuries.

Ancient roots: Horticulture in early Indian civilizations

The practice of cultivating plants beyond staple grains has existed in India since its earliest recorded civilizations. Archaeological evidence from Indus Valley sites such as Mohenjo-Daro points to structured fruit orchards, gardens, and irrigation channels that supported small-scale food cultivation thousands of years ago. These were not accidental gardens – they reflect the deliberate, organized cultivation that defines a horticultural society.

As Indian civilization moved into the Vedic period, ancient texts such as the Rigveda and the Arthashastra began documenting garden management and fruit cultivation practices. This suggests that horticulture carried cultural and economic weight well beyond subsistence – it was knowledge worth recording and transmitting. By the time of the Maurya and Gupta dynasties, irrigation systems using wells, canals, and tanks had become widespread, enabling more specialized cultivation. The Gupta period in particular saw significant advancement in fruit orchard cultivation, with mangoes, bananas, and tropical fruits becoming a notable part of the agricultural landscape.

The Mughal influence and the colonial turning point

The Mughal emperors brought Persian gardening traditions to India, embedding horticulture into the culture of royal patronage. The formal gardens of the Mughal courts – aesthetically designed and botanically rich – elevated the status of horticultural knowledge in the subcontinent and influenced how plants and gardens were perceived by the broader society.

The most dramatic structural shift, however, came during British colonial rule. This period transformed horticulture from a predominantly local, subsistence-based activity into a commercial enterprise driven by export demands. The British introduced new crops such as tea, coffee, rubber, and temperate fruits like apples and plums in India’s hill stations – crops that would shape regional economies for generations. It was also during this era that one of the most consequential institutional developments in Indian horticultural history took place.

William Carey and the founding of the Agri-Horticultural Society of India

In 1820, Reverend William Carey – an English Baptist missionary based in Calcutta – founded the Agri-Horticultural Society of India (AHSI) on Alipore Road, Kolkata. It was the first institution of its kind in the country. Carey’s vision was to promote both agricultural and horticultural development systematically, and his efforts went far beyond the ceremonial – the AHSI introduced an entire array of fruits, vegetables, and crops that Indian markets had never seen before. Carey is credited with pioneering the import of winter vegetables such as cauliflower, cabbage, tomato, and beet, which had previously been impossible to grow in the Indian climate. The society also introduced maize from America, wheat varieties from Europe, and high-yielding rice from Carolina.

The AHSI organized the country’s first Flower and Vegetable Show in 1828 and published the first agricultural journal in India in 1837. It functioned effectively as the de facto ministry of agriculture for the colonial government until 1900, when a formal agricultural department was established. In 1935, the society was awarded a Royal Charter by King George V – a testament to its sustained institutional significance.

However, historians have also noted the complex social dynamics at play within the AHSI. As documented in research published in the History Workshop Journal, the society gradually shifted its priorities from local food cultivation toward large-scale commodity production for export – a change driven by British commercial interests. This shift increasingly sidelined Bengali members of the society who remained focused on horticulture serving local communities, making the AHSI a lens through which we can study the tension between colonial capitalism and indigenous agricultural knowledge.

Post-independence institutional development

After India gained independence in 1947, the horticultural sector underwent formal reorganization. In May 1948, delegates at the Second Horticultural Workers’ Conference in Madras convened to establish a national body for horticultural research. Under the leadership of Dr. G.S. Cheema, then the Fruit Development Advisor to the Government of India, the Indian Horticultural Society was reconstituted and headquartered in New Delhi. This body later launched the Indian Journal of Horticulture, providing a scientific platform that helped unify horticultural research across the country’s diverse regions.

A pivotal structural milestone followed in 1984, when the Government of India established the National Horticulture Board (NHB) based on recommendations by Dr. M.S. Swaminathan, the renowned agricultural scientist. The NHB’s mandate was to coordinate the integrated development of the horticulture industry – from production and processing to quality planting material and cold chain infrastructure. This represented a shift from ad hoc colonial-era efforts to a planned, policy-driven approach to horticultural growth.

The father of Indian horticulture: M.H. Marigowda

No account of Indian horticultural societies would be complete without examining the contributions of Dr. Maragowdanahalli Hombegowda Marigowda, widely recognized as the Father of Horticulture in India. Born in 1916 in Karnataka, Marigowda dedicated his career to transforming horticulture from a minor government function into a statewide engine of rural development.

When he took charge as Superintendent of Horticulture in Mysore in 1951, Karnataka had just a handful of horticultural farms. By the time he retired in 1977 as the state’s first Director of Horticulture, he had overseen the expansion of farms and nurseries from two to nearly 394 across all 19 districts of Karnataka. He established the Horticulture Produce Co-operative Marketing Society (HOPCOMS) and the Nurserymen’s Co-operative Society in Bengaluru, created soil, seed, and pest control laboratories at Lalbagh Botanical Garden, and promoted Dry Land Horticulture – enabling farmers on drought-prone land to participate in horticultural production for the first time.

Marigowda’s approach was sociological as much as agricultural. His firm belief was that horticulture could uplift farmers’ livelihoods and strengthen food security – goals that are fundamentally social in nature. Under his leadership, Karnataka became known as the “Horticultural State of India.” The Karnataka government recognized his contributions with the title Totagarika Ratna (Gem of Horticulturists) in 1993, and August 8th – his birth anniversary – is observed as Horticulture Day in the state.

Economic and social significance of horticulture in modern India

Today, the scale of India’s horticultural economy is remarkable. According to the Indian Ministry of Agriculture and Farmers Welfare, the horticulture sector contributes approximately 33% to the agriculture Gross Value Added (GVA) – using only 13.1% of the gross cropped area. Horticulture production has now surpassed food grain production in volume terms, reaching over 367 million tonnes in 2024-25 according to data from the India Brand Equity Foundation, even though the area under horticulture cultivation is far smaller than that used for food grains.

India has established itself as a global leader in the production of mangoes, bananas, guavas, papayas, pomegranates, and amla. According to the Food and Agriculture Organisation (FAO), India ranks first globally in the production of bananas, mangoes, and papayas, and leads in specific vegetables including ginger and okra. It is the second-largest producer of fruits and vegetables overall, after China. Productivity per hectare in horticulture is more than five times that of food grains – 12.49 tonnes per hectare compared to 2.23 tonnes per hectare – making it a critically efficient use of agricultural land.

Horticulture as a driver of rural employment and social change

Beyond raw production numbers, horticulture plays a significant social role in rural India. The sector provides an alternative source of income and employment beyond traditional staple farming, particularly for marginal and small landholders. Floriculture – the cultivation of flowers and ornamental plants – has become especially significant in states like Karnataka, Andhra Pradesh, Tamil Nadu, and Madhya Pradesh, which together account for more than 50% of India’s floriculture output. These sectors have created employment opportunities at primary, secondary, and tertiary levels of the economy, including roles in processing, packaging, and transport.

The government has responded to this potential with targeted schemes. The Mission for Integrated Development of Horticulture (MIDH), launched in 2014 as a centrally sponsored scheme, covers fruits, vegetables, spices, flowers, aromatic plants, coconut, and bamboo. The central government funds 60% of development costs under this scheme (rising to 90% for North Eastern and Himalayan states), with states contributing the remainder. More recently, the government approved a Rs 1,766-crore Clean Plant Programme to improve the quality of planting material available to farmers – a move that directly addresses one of the sector’s long-standing productivity constraints.

Persistent challenges facing Indian horticultural societies

Despite impressive growth, the sector continues to face structural constraints that limit its full potential. Post-harvest losses remain a serious problem – roughly 15-20% of fruits and vegetables are wasted along the supply chain due to inadequate cold storage and logistics infrastructure. Cold storage capacity is highly unevenly distributed: approximately 59% of India’s cold storage is concentrated in just four states – Uttar Pradesh, West Bengal, Gujarat, and Punjab – leaving farmers in other regions without adequate access.

India’s share in the global horticultural trade is a mere 1%, despite being the world’s second-largest producer. Non-tariff barriers such as phytosanitary standards and pesticide residue concerns have led to export rejections in key markets, particularly the European Union. Smallholder farm sizes further constrain the ability of individual producers to invest in sustainable soil management and crop rotation. These challenges point to an ongoing structural tension between India’s vast productive capacity and its ability to capture value from it in national and global markets.

From ancient orchards to a modern industry

The trajectory of horticultural societies in India spans millennia – from garden plots in Mohenjo-Daro, through Mughal pleasure gardens and colonial botanical experiments, to the institutional reforms of post-independence India and the precision agriculture technologies being adopted today. Each phase reflects not just changes in farming practice but shifts in how Indian society organized labor, knowledge, trade, and community around the cultivation of fruits, vegetables, and flowers.

The sociological significance of this evolution is clear: horticulture in India has never been purely about growing food. It has been a vehicle for social mobility, a site of colonial contestation, a means of rural development, and increasingly, a platform for integrating smallholder farmers into the global economy. Figures like William Carey and M.H. Marigowda are remembered precisely because their work was as social as it was scientific – they built institutions, changed incentive structures, and altered what was possible for farming communities across the country.
