India’s relationship with plant cultivation stretches back thousands of years – from medicinal herb gardens in ancient Ayurvedic traditions to sprawling mango orchards in the Deccan plateau. Today, that relationship has evolved into one of the country’s most economically vital sectors. Horticulture – the science and art of growing fruits, vegetables, flowers, spices, and medicinal plants – is no longer just a rural practice. It is a dynamic force shaping livelihoods, nutrition, trade, and urban landscapes across the country. Understanding horticulture in India means understanding not just farming, but an entire way of organizing human society around the cultivation of plants.

What is horticulture?

The word horticulture comes from the Latin hortus (garden) and cultลซra (cultivation). As defined in agricultural science, it is the branch of agriculture concerned with the intensive cultivation of plants directly used by humans for food, medicinal purposes, and aesthetic gratification. This includes everything from growing mangoes and onions to cultivating jasmine for religious ceremonies or ashwagandha for traditional medicine.

Critically, horticulture is a sub-branch of agriculture – but the two are not the same thing. Agriculture is a broad term that covers crop farming, animal rearing, and large-scale food production using plows, machinery, or draft animals. Horticulture, by contrast, focuses specifically on plant cultivation, often using intensive, small-scale, and labour-driven methods. It does not involve animal rearing. According to agricultural researchers, horticultural crops are distinctive because they can be cultivated even in poor-quality or wasteland soils and yield significantly higher productivity per unit area compared to most field crops.

Horticultural societies vs. pastoralists and agrarian societies

To fully appreciate what horticulture represents, it helps to place it within a broader sociological framework. Sociologists classify pre-industrial human societies based on their primary means of subsistence – and three types are especially relevant here: horticultural, pastoral, and agrarian.

Horticultural societies

In horticultural societies, the primary means of subsistence is growing crops using simple hand tools – hoes, digging sticks, and other basic implements. There is no assistance from animals or machinery. These societies are able to settle in one place for extended periods because their crops remain viable in a given location, unlike hunter-gatherers who had to constantly move in search of food. EBSCO’s research on horticultural societies notes that these communities are typically built around kinship ties and family structures, with women often playing a central role in planting and harvesting. Because they produce more food than pure foragers, horticultural societies tend to be larger and support more complex social divisions of labour.

One key feature of horticultural practice is multi-cropping – planting several different crops in the same area so they grow symbiotically. For example, planting corn, beans, and squash together allows each plant to benefit the others: the corn stalk supports the beans, while the squash vines spread across the ground and suppress weeds. This technique helps maintain soil health and provides a more varied harvest across the year.

Pastoral societies

Pastoral societies organise their way of life around the domestication and herding of animals – sheep, goats, camels, cattle – as the primary food source. Because herds need fresh grazing land regularly, pastoral communities tend to be at least partially nomadic, moving across regions in pursuit of better pastures. Wealth in pastoral societies is measured by the size of one’s herd. Unlike horticulturalists, who are rooted in a location by their crops, pastoralists are defined by mobility. While many pastoral communities do grow some crops on the side, the organisation of daily life revolves around the needs of the animals, not the land.

Agrarian societies

Agrarian societies take plant cultivation further by introducing animal traction, plows, and eventually machinery. This allows them to cultivate vastly larger tracts of land on a continuous basis, producing much greater surpluses of food. From a technical standpoint, what separates horticulturalists from agrarian farmers is precisely the absence of plows and animal-powered tools. Agrarian societies generally support much larger and more stratified populations, with complex states, specialised occupations, and greater inequality. Horticulture, sitting between pastoralism and full agrarian farming in this continuum, represents a middle stage – more settled than pastoral communities, but less mechanically intensive than large-scale agriculture.

Horticulture in India: scale and significance

India’s horticulture sector today is far removed from the simple digging-stick gardens of ancient horticultural societies. It has grown into a commercially significant industry. According to the Government of India’s Department of Agriculture and Farmers’ Welfare, the horticulture sector contributes about 33% to the agriculture Gross Value Added (GVA) – and it achieves this from a much smaller land area than food grain cultivation. India currently produces over 320 million tonnes of horticultural produce from around 25.66 million hectares, while food grains require nearly 127.6 million hectares to produce comparable output. The productivity gap is striking: horticultural crops yield approximately 12.49 tonnes per hectare, compared to just 2.23 tonnes per hectare for food grains.

India ranks second globally in fruit and vegetable production, behind only China. According to the Food and Agriculture Organisation (FAO), India leads the world in the production of onions, ginger, and okra among vegetables and holds the top position in banana, mango, and papaya production among fruits. The country is also the world’s largest producer, consumer, and exporter of spices.

What does horticulture cultivate? Major categories

Indian horticulture is not limited to fruits and vegetables. It covers a remarkably wide range of plant-based cultivation, each serving distinct economic and social purposes.

Food crops: fruits and vegetables

Fruits and vegetables together account for nearly 90% of India’s total horticultural output. Key production categories include pomology (fruit cultivation), viticulture (grapes), and olericulture (vegetables). India grows a vast range – from mangoes, bananas, and guavas in tropical regions to apples, pears, and walnuts in Himalayan states. This diversity is made possible by India’s varied agro-ecological zones, covering tropical, subtropical, and temperate climatic conditions.

Medicinal and aromatic plants

India hosts a remarkable natural pharmacy. The country has more than 9,500 plant species with documented medicinal properties. Commercially important medicinal plants include isabgol, senna, opium poppy, periwinkle, and ashwagandha, while aromatic plants such as lemongrass, Japanese mint, and citronella are cultivated for the fragrance, pharmaceutical, and wellness industries. This segment of horticulture directly connects traditional knowledge systems with modern healthcare and export markets.

Floriculture

Flower cultivation – or floriculture – holds deep roots in Indian culture, where flowers are essential to religious rituals, weddings, and social ceremonies. Traditional varieties like jasmine, marigold, chrysanthemum, and tuberose are widely grown. In recent years, floriculture has also moved into commercial production for export and urban retail markets. West Bengal alone accounted for over 34% of India’s total flower production during 2020-21, illustrating just how concentrated and commercially significant this sub-sector has become.

Plantation crops, spices, and condiments

Coconut, cashew, cocoa, tea, coffee, black pepper, cardamom, and turmeric all fall under India’s broader horticultural umbrella. These crops are deeply embedded in regional economies – Kerala’s coconut-based farming systems, Karnataka’s coffee estates, and Kerala and Karnataka’s pepper and cardamom belts – and collectively represent India’s most globally recognized agricultural exports.

Horticulture’s role in rural and urban economies

One of horticulture’s most important sociological dimensions is the way it bridges rural and urban economic life. As the Confederation of Horticulture Associations of India notes, the sector has transformed from a purely rural domain into a commercialised industry that optimises land use, ensures nutritional security, provides employment, and delivers environmental services across both rural and urban settings.

Rural employment and income

Horticulture is a major provider of employment in rural India, particularly for women and marginalised communities. Its labour-intensive nature – requiring hands-on planting, pruning, harvesting, packaging, and processing – generates far more jobs per hectare than mechanised cereal farming. The sector supports approximately 20% of the entire agricultural labour force. Beyond direct farm work, it has enabled the growth of downstream industries: nurseries, cold storage units, food processing plants, and export logistics chains.

Horticulture also helps farmers move away from dependence on a single staple crop. By allowing cultivators to diversify their livelihoods and shift away from traditional monoculture patterns, it reduces vulnerability to price shocks and weather failures that typically devastate single-crop farming communities.

Urban horticulture and landscaping

In cities, horticulture shows up differently – in the form of urban gardens, parks, nurseries, and landscape design. Landscape horticulture involves the design, construction, and maintenance of outdoor spaces, including the planting and management of trees, shrubs, and ornamental plants. As Indian cities expand and urban residents demand greener living environments, this segment of horticulture has become an industry in its own right, creating employment for landscape architects, horticulture technicians, and nursery operators.

Urban consumers are also key drivers of demand for fresh fruits, vegetables, and flowers – pushing horticulturalists in rural areas to scale up production, improve post-harvest handling, and connect to modern supply chains. The growing urban middle class’s shift toward health-conscious diets has directly accelerated India’s horticultural output over the past decade.

Government support and key programmes

Recognising horticulture’s transformative potential, the Indian government has built a dedicated policy architecture around the sector. The Mission for Integrated Development of Horticulture (MIDH), launched in April 2014 as a Centrally Sponsored Scheme, is the flagship programme aimed at holistic development of horticulture through region-specific strategies. The National Horticulture Board (NHB), established in 1984, works on creating production hubs, developing cold chain infrastructure, and supporting horticultural growers’ associations across the country.

More recently, the government approved a โ‚น1,766-crore Clean Plant Programme under MIDH to address the quality and disease-free status of planting material – a critical bottleneck for export competitiveness. These investments signal a clear policy intent: to move Indian horticulture from subsistence-level production to a globally competitive, value-added industry.

Challenges facing the sector

Despite its impressive growth, Indian horticulture faces persistent structural challenges. Post-harvest losses remain a serious concern – an estimated 15-20% of fruits and vegetables are wasted along the supply chain due to insufficient cold storage, poor transportation networks, and inadequate packaging. India’s share in the global horticultural export market remains just 1%, a figure that reflects both the infrastructure gap and the food safety standards barriers it faces in key markets like the European Union.

Climate change adds further pressure. Erratic rainfall, rising temperatures, and increasing frequency of extreme weather events directly affect crop yields and quality. Water scarcity – compounded by overexploitation of groundwater for irrigation – is a growing constraint, especially in water-stressed states. Addressing these challenges requires investments in precision irrigation, climate-resilient crop varieties, and a far more equitable distribution of cold storage infrastructure across states.
