Cities today are more than just places where people live and work – they are complex systems that require constant management, planning, and governance. As urban populations surge, the pressure on local governments to deliver clean water, manage waste, maintain infrastructure, and protect the environment has never been greater. According to UNDP, more than one billion people in the Asia-Pacific region alone still lack access to safe, inclusive, and resilient urban environments. The quality of urban governance – how cities are run, how decisions are made, and who participates – directly determines whether cities thrive or collapse under the weight of their own growth.

What is urban governance?

Urban governance refers to the processes and systems through which cities and towns are managed. It involves a wide range of actors – municipal corporations, elected officials, urban planners, civil society organizations, and residents – working together to make decisions about infrastructure, services, and the city’s future. The primary goal is to ensure that urban areas function efficiently while meeting the needs of citizens. But governance does not stop at service delivery. It also encompasses environmental stewardship, balancing growth with sustainability, and ensuring social equity across all communities.

In a rapidly urbanizing world, effective urban governance must serve two parallel objectives: improving core infrastructure services such as water supply, sanitation, transportation, and waste management, while simultaneously embedding environmental sustainability into those very services to reduce the ecological footprint of urban development. When governance fails at either of these objectives, cities pay a steep price – in public health crises, environmental degradation, and worsening inequality.

The challenges urban local bodies face

Urban local bodies (ULBs) – the municipal governments and civic institutions at the ground level – are at the frontline of service delivery. They are responsible for water supply, sanitation, solid waste management, drainage, and public health. Yet they operate under immense pressure, often with limited resources and fragmented authority.

Financial constraints

One of the most fundamental obstacles is inadequate funding. UNDP’s report on urban governance in Asia-Pacific reveals that, on average, cities in the region operate with less than 10 percent fiscal independence, severely limiting their capacity to invest in infrastructure, climate adaptation, and inclusive services. Municipal budgets are routinely stretched thin, and many ULBs depend heavily on state or central government transfers that are neither consistent nor sufficient. Research on decentralization financing in developing countries shows that most experiments with local finance have focused more on revenue generation than on strengthening the administrative capacity of local governments to actually manage those new responsibilities – leaving a persistent gap between resources collected and services delivered.

Rapid population growth and infrastructure deficits

By 2050, approximately 70 percent of the world’s population is projected to live in urban areas, placing escalating demands on already strained infrastructure. In many cities, housing, transportation, and sanitation systems were built for far smaller populations and were never upgraded to match current needs. The result is a growing infrastructure deficit that is especially visible in informal settlements, where access to clean water, functional drainage, and proper waste disposal can be entirely absent. The Hoover Institution estimates that annual economic losses to urban infrastructure from natural disasters alone could reach $415 billion by 2030, up from a current average of $250 billion – a figure that underlines just how costly poor infrastructure governance can be.

Coordination across government levels

Managing urban infrastructure is rarely the responsibility of a single authority. It involves coordination between local, state, and national governments, each with distinct mandates and decision-making processes. Institutional fragmentation – where multiple agencies operate with separate jurisdictions, budgets, and priorities – is a well-documented barrier to the effective planning and management of infrastructure and environmental services. Without strong coordination mechanisms, efforts become duplicated or, worse, contradictory.

Decentralization: promise and reality

Decentralization – the transfer of political, fiscal, and administrative power from central to local governments – has long been promoted as a solution to urban governance challenges. Estimates suggest that decentralization is being pursued in over 80 percent of developing countries, largely on the premise that local governments are better placed to identify and respond to the needs of their communities.

There is genuine merit to this logic. Research on decentralization and urban governance confirms that it can help citizens pressure more effectively for inclusion and access, particularly when political competition is present and civil society is active. However, the same research also shows that clientelism, populism, and local capture often persist even after the formal introduction of municipal elections – meaning decentralization alone does not guarantee better governance.

A critical review of decentralization in developing countries found that while increases in local government spending have improved service provision in some cases, the quality of those services remains questionable. The key missing ingredient is accountability. Decentralization works best when it is accompanied by clear channels for local accountability and transparency – so that citizens can actually hold their municipal governments to account for what gets built, managed, or neglected.

Privatization and public-private partnerships

Alongside decentralization, privatization of urban services has been widely explored as a way to improve efficiency. The argument is straightforward: private operators, driven by competition and profit, can deliver services more efficiently than bureaucratic public agencies. In practice, however, the picture is more complex.

Research on urban water and sanitation reforms highlights that decentralization and privatization carry contradictory rationales – decentralization was designed to increase citizen participation and influence, while privatization aimed to remove services from political control altogether. When both are pursued simultaneously, they can undermine each other. Private operators may prioritize profitable urban areas while neglecting low-income communities, exacerbating inequality in service access.

This does not mean the private sector has no role in urban infrastructure. Public-private partnerships (PPPs), when well-regulated and transparent, can bring in investment, technical expertise, and operational efficiency that cash-strapped municipalities cannot provide on their own. The key is that governance frameworks must retain public accountability, so that environmental and social obligations are not traded away for financial returns.

Community participation in urban governance

Perhaps one of the most underutilized tools in urban governance is meaningful community participation. Promoting participatory governance – engaging citizens and local communities in decision-making processes – helps ensure that urban development aligns with both social and environmental needs. When residents are active participants rather than passive recipients, they are more likely to report problems, maintain shared infrastructure, and hold local authorities accountable.

A striking example comes from Bangkok, where the Traffy Fondue digital platform allows residents to report issues like waste or flooding in real time, with complaints routed directly to the relevant department. Since its launch, response times dropped by more than 90 percent and over 700,000 issues were resolved – a result attributed to strong political leadership and a genuine commitment to transparency. This case shows how digital tools, backed by accountable governance, can transform citizen participation from a theoretical ideal into a practical reality.

Integrating the environment into urban planning and governance

For too long, environmental considerations have been treated as an afterthought in urban planning – addressed after key infrastructure decisions have already been made. Environmental mainstreaming, as promoted by international bodies like UNEP and IIED, offers a different approach: incorporating relevant environmental concerns directly into the decisions of institutions and planning processes from the outset. This means that when a city plans a new drainage system, expands road networks, or zones land for development, environmental impact is part of the calculation – not a separate review conducted afterward.

The European Environment Agency notes that historically, municipalities have played a crucial role in improving waste, wastewater, and water management, public transport, and land use through integrated urban planning. Today, they have an increasingly central role in climate change mitigation and adaptation, ecosystem preservation, and circular economy initiatives. In 2022, 96 percent of people living in EU cities were exposed to levels of fine particulate matter above WHO guidelines – a clear indicator that environmental integration in urban governance still has far to go, even in relatively well-resourced cities.

Nature-based solutions and green infrastructure

Urban green infrastructure (UGI) – interconnected networks of parks, urban forests, green roofs, wetlands, and community gardens – offers a cost-effective, multifunctional approach to environmental management. UGI can address stormwater management, urban heat island mitigation, and biodiversity conservation simultaneously. But its success depends on transparent governance structures that engage multiple stakeholders and ensure equitable distribution of green spaces across all neighborhoods, not just affluent ones.

In the Philippines, Iloilo City’s River Esplanade project is a powerful example: a polluted urban waterway was converted into the country’s largest linear park, informal settlers were relocated to improved housing, mangroves were restored, and flood protection was significantly improved. The project succeeded through collaborative leadership, community engagement, and multi-level government support – precisely the combination of governance elements that make environmental infrastructure work.

Strengthening regulatory frameworks and building capacity

Effective urban environmental governance does not happen by goodwill alone. It requires strong regulatory frameworks that set clear rules, enforce standards, and hold all actors – public and private – accountable for environmental outcomes. UN-Habitat emphasizes that several Sustainable Development Goals can only be achieved through effective regulatory frameworks. Urban legislation defines conditions for access to land, infrastructure, housing, and basic services, and lays out rules for planning and decision-making. Without these legal foundations, well-intentioned governance initiatives remain fragile and reversible.

Equally critical is capacity building within local governments themselves. Research on local government sustainability governance shows that capacity constraints are more pronounced in the fast-urbanizing cities of the Global South, where formal institutional mechanisms are often underdeveloped and city master plans exist on paper but are rarely implemented in practice. Building local capacity means training planners and municipal officials, investing in data systems, and – as shown in case studies of Danish municipalities – enabling peer learning through city networks, where local governments share climate management knowledge and mobilize internal political support for sustainability agendas.

Beijing’s Clean Air Action Plan offers a compelling model. By integrating strict regulations, real-time monitoring, and regional cooperation, the city reduced fine particle pollution by 66 percent in a decade. Crucially, environmental outcomes were directly linked to the performance evaluations of local officials – creating a structural incentive for governance that takes the environment seriously, rather than treating it as optional.

The path forward: governance as the make-or-break factor

UNDP’s key recommendation for cities is clear: expand fiscal autonomy so local bodies can invest in infrastructure and services; embed digital platforms and open data to make governance more transparent; link environmental and social targets to the performance of city officials; prioritize nature-based solutions and inclusive planning for vulnerable communities; and build partnerships across government, civil society, and business. These are not abstract aspirations. They are practical steps toward moving cities from crisis management to long-term, sustainable transformation.

Urban governance is ultimately about choices – who makes them, how they are informed, and whose interests they serve. When governance structures are weak, fragmented, or captured by narrow interests, the consequences fall hardest on those already most vulnerable: residents of informal settlements, low-income communities without access to clean water, and neighborhoods exposed to flooding and pollution. Strengthening urban governance – through decentralization with accountability, regulated private sector participation, genuine community engagement, and robust environmental regulation – is not just a technical challenge. It is a social and political one, and it is central to the kind of cities we build for future generations.
