India’s urban story is not just about the rise of megacities like Mumbai or Delhi. It is a far more layered process, one that plays out across thousands of towns and cities of vastly different sizes – from small market settlements with fewer than 5,000 people to sprawling metro regions housing tens of millions. Understanding how fast these different urban centres are growing, and why calculating that growth is more complicated than it sounds, is essential for anyone trying to make sense of India’s urbanization trajectory.

How India classifies its urban centres
Before analyzing growth, it helps to understand how urban India is measured. The Census of India classifies urban settlements into six size classes based on population. Class I cities have populations of 100,000 and above – these are the cities. Below that, Classes II through VI cover progressively smaller towns, down to Class VI settlements with fewer than 5,000 residents. Within Class I, further distinctions apply: urban agglomerations with over one million people are called “million-plus cities,” those with four million or more are “metro cities,” and those crossing ten million become “mega cities.”
This classification is not just an academic exercise. It directly shapes how resources are allocated, what infrastructure gets built, and how governance is structured across Indian towns and cities.
The core challenge: calculating growth across shifting size classes
Here is where the analysis gets genuinely complex. When researchers try to calculate the growth rate of, say, “Class IV towns” between two censuses, they run into a fundamental problem – some of those towns will have grown fast enough to move up into Class III or even Class II by the time the next census is conducted. This is known as upward migration across size classes.
If a town counted as Class IV in 2001 is recorded as Class III in 2011, which class do you assign its growth to? If it is placed in its new (2011) class, the growth figures for the lower class appear artificially deflated. If it is placed in its old class, the figures are equally distorted. This problem is compounded further by reclassification – rural settlements that newly qualify as urban are added to the count, and towns that shrink or lose urban status are dropped. Between 2001 and 2011, nearly 30% of India’s urban population growth was attributable to the reclassification of rural areas as Census Towns, rather than the expansion of existing urban centres.
Demographic researchers like R. B. Bhagat have addressed this by using a “continuous approach” – tracking individual towns and cities over time, adjusting figures for outgrowths, newly added towns, and declassified settlements – so that growth rates reflect actual demographic change rather than administrative reshuffling.
Growth rates by size class: what the data shows
Despite the methodological difficulties, the broad pattern in India’s urban growth by size class is well established. Growth dynamics of urban centres by size class are closely tied to the urbanization cycle. In the early phase of urbanization, larger cities tend to register higher growth rates. As urbanization matures, congestion in large cities can push growth outward toward smaller and intermediate towns.
India is still broadly in that earlier phase for much of its territory. Class I cities – particularly the million-plus agglomerations – have consistently attracted the largest share of migrants and registered dominant growth. About 70% of India’s total urban population lives in just 468 Class I towns and urban agglomerations, a stark illustration of how concentrated urban growth has been.
For smaller size classes – Class III, IV, V, and VI towns – growth has been comparatively nominal. In the remaining classes of towns the growth has been nominal, while the proportion accounted for by Class I cities has risen considerably over successive censuses.
The dominance of Class I cities
Several reinforcing factors explain why Class I cities grow faster than their smaller counterparts. They offer more diverse employment, better-developed infrastructure, and a wider range of educational and healthcare institutions. India’s urban population grew from just 25.85 million in 1901 to 377.11 million in 2011 – a nearly 14-fold increase – and much of this was concentrated in large cities. Delhi witnessed the fastest rate of urbanization among major cities, with a 4.1% rise in population recorded in the 2011 census.
The mega cities – Greater Mumbai, Delhi, and Kolkata – illustrate another nuance within Class I: the slowing growth of the very largest. Greater Mumbai UA’s population growth rate fell from 30.47% during 1991-2001 to just 12.05% during 2001-2011. Delhi UA similarly saw its growth rate drop from 52.24% to 26.69% over the same period. This does not mean these cities are stagnating – their absolute population additions remain enormous – but it signals that even within Class I, growth dynamics are not uniform.
The satellite town phenomenon
As the cores of mega cities slow down, growth often disperses to satellite towns and peripheral settlements within the wider urban agglomeration. In the case of Delhi UA, much of the growth recorded in the 2001 census came from Census Towns within the urban agglomeration and from ring towns such as Ghaziabad, Noida, Faridabad, and Gurgaon. Similarly, Chennai UA’s growth was driven by numerous satellite towns including Ambattur, Avadi, and Tiruvottiyur rather than by the core Chennai Municipal Corporation. This pattern – a slowing core city surrounded by fast-growing peripheral towns – is a recurring feature of India’s largest urban agglomerations.
The problem of “unacknowledged urbanization”
One of the most significant distortions in analyzing urban growth by size class comes from the rapid emergence of Census Towns – settlements that fulfill the demographic and economic criteria for urban classification but continue to be administered as rural areas. The number of census towns surged from 1,362 to 3,894 between 2001 and 2011, with these new settlements accounting for nearly 30% of total urban growth in that decade.
This has been described as “unacknowledged urbanization” – places that are functionally urban but remain outside the formal urban governance framework. Since they are not officially classified as statutory towns, they do not receive urban infrastructure investments or municipal governance structures. The consequence is that growth rates for lower size classes may look artificially high in some regions, while these same settlements remain severely under-served.
The state of Kerala offers a vivid example of how reclassification can transform growth figures. Kerala’s urban growth rate surged to 92.8% during 2001-2011, almost entirely due to areal reclassification rather than population movement into pre-existing urban centres.
Why measuring growth rate accurately matters for policy
The stakes of getting these growth calculations right are high. India’s urban policy and investment decisions rely on census data to determine where infrastructure spending goes, how municipal bodies are constituted, and which settlements qualify for central government schemes. More than 40 million Indians had moved into settlements that were not officially classified as towns, yet corrections were not consistently factored into urban population projections during the planning process.
India’s current definition of “urban,” based on criteria formulated in 1961, is considered overly restrictive for a country that is today the fifth-largest economy in the world. The criteria – requiring a minimum population of 5,000, a density of at least 400 persons per square kilometer, and 75% of the male workforce in non-agricultural activity – systematically exclude settlements with strong urban characteristics. Alternative analyses suggest that if spatial and density-based methods are applied, India’s actual urban population share is far higher than the official 31.2%.
Implications for urban policy and management
The faster growth of Class I cities, the upward migration of smaller towns into higher size classes, and the proliferation of Census Towns each carry distinct policy implications.
Managing the Class I pressure
Class I cities – especially the million-plus agglomerations – face mounting pressure on housing, transport, water supply, and waste management as populations expand faster than infrastructure can keep up. The concentration of government and private investment in megacities has made Indian economy largely metropolitanised, while rural areas and smaller towns receive comparatively less. This imbalance aggravates rural distress and accelerates migration, creating a self-reinforcing cycle of urban concentration.
Building up smaller cities
A key policy response is to develop second-tier cities as economic alternatives to the largest urban centres. Cities like Pune, Ahmedabad, and Hyderabad have demonstrated that Class I cities outside the mega-city tier can absorb significant migration while maintaining manageable growth rates. Strengthening infrastructure and fostering economic opportunities in second-tier cities can reduce pressure on megacities and ensure more balanced urbanization.
Governing Census Towns
For the rapidly growing settlements straddling the urban-rural classification boundary, the policy gap is governance. Census towns are unplanned developments that play a crucial role in India’s urbanization yet remain outside formal urban governance structures. Bringing these settlements into statutory urban frameworks – or at minimum extending urban infrastructure planning to them – is increasingly recognized as a prerequisite for inclusive growth.
India’s Smart Cities Mission represents one programmatic attempt to use technology and integrated planning to address urban management challenges, particularly in Class I cities. But the scale of the challenge – India is projected to add 416 million people to its cities by 2050, the largest such increase in the world – means that policy interventions must reach well beyond the largest cities, down into the vast network of small and medium towns where much of the actual growth is happening, often unnoticed.
The uneven geography of urban growth
It is also worth noting that growth rates differ sharply by region, complicating any national-level analysis by size class. Southern and western states – Maharashtra, Karnataka, Tamil Nadu, Gujarat – have historically recorded higher urbanization levels. States like Bihar, Uttar Pradesh, and West Bengal are characterized by continuing population growth in smaller settlements, many of which grow rapidly in population terms but remain administratively rural. The rapid urbanization in Uttar Pradesh, Bihar, and West Bengal is characterized by continuing population growth in small settlements that are more likely to be classified as urban under alternative density-based methodologies than under the official census definition.
This regional unevenness means that a single national narrative about urban growth rates by size class can obscure very different realities on the ground. A Class III town in Karnataka and a Class III town in Bihar may share a population size but face entirely different economic trajectories, migration pressures, and infrastructure endowments.
