For much of the 19th century, scholars studying human societies believed that all cultures moved along a single, universal path – from “savage” to “civilized,” with Western industrial society sitting neatly at the top. After World War II, that assumption crumbled. A new generation of thinkers looked at the evidence more carefully and concluded that societal development was far more complex, varied, and context-dependent. These post-war frameworks came to be known as neo-evolutionary theories, and they fundamentally reshaped how we understand cultural change.

The problem with earlier evolutionary models
Classical evolutionary theories – those of Lewis Henry Morgan, Edward Tylor, and their 19th-century contemporaries – arranged all human societies along a single developmental ladder. Every culture was expected to pass through the same stages: savagery, barbarism, and civilization. This approach was neat, but it was also deeply ethnocentric. It judged non-Western societies by Western standards and assumed that one society’s history could be used to predict another’s future.
By the early 20th century, anthropologist Franz Boas and his students began dismantling this framework through what became known as historical particularism – the insistence that each culture had a unique history and could not be slotted into a universal schema. Evolutionary thinking largely fell out of favour in academic circles. Neo-evolutionism emerged in the mid-20th century as scholars sought to revitalise evolutionary theory – but this time, with scientific rigour and empirical evidence. Unlike their predecessors, neo-evolutionary thinkers replaced value judgments with measurable, observable data.
Key figures and their contributions
Leslie White and the energy theory of culture
One of the first major voices in the neo-evolutionary revival was Leslie White (1900-1975). Beginning in the 1940s, White argued that the best way to measure cultural complexity was not by moral or aesthetic standards, but by something concrete: energy. White proposed that culture evolves as the amount of energy harnessed per capita per year increases, or as the efficiency of putting that energy to work improves. In simpler terms, a society that can capture and use more energy – whether through muscle, domesticated animals, agriculture, or industry – becomes more culturally complex.
White called his broader approach universal evolution, meaning he was interested in culture as a whole rather than individual cultures in isolation. He saw technology as the engine driving cultural change, and he coined the term “culturology” to describe the scientific study of culture as an autonomous system governed by its own laws. While his sweeping generalisations drew criticism, White’s revival of evolutionary thinking laid important groundwork for those who followed.
Julian Steward and multilinear evolution
Julian Steward (1902-1972) agreed that evolution was real and worth studying, but he had major reservations about White’s broad-brush approach. Steward felt it ignored what was most interesting: the enormous diversity of specific cultures and the specific conditions shaping them. In response, he developed the theory of multilinear evolution, which he outlined in his landmark work Theory of Culture Change: The Methodology of Multilinear Evolution (1955).
For Steward, evolution was not a single escalator that all societies rode at different speeds. Instead, it was a set of diverging paths, each shaped by a society’s interaction with its specific environment. He introduced the concept of cultural ecology – a framework for studying how societies adapt to their surroundings through technology, subsistence practices, and social organisation. Central to this framework was the “cultural core”: the cluster of features most directly tied to how a society feeds itself and organises its labour. According to Steward, cultural ecology represents the ways in which culture change is induced by adaptation to the environment, while the environment influences but does not strictly determine cultural outcomes.
Steward’s work among the Shoshone of the Great Basin illustrated this clearly. He found that population density in those communities correlated directly with the distribution of the pinon nut tree – a core food source. Where the tree grew sparsely, communities were smaller and more dispersed. This direct link between resource availability and social organisation demonstrated that cultural patterns were not random; they were adaptive responses to real ecological conditions. Crucially, Steward insisted that anthropologists should seek regularities in how cultures adapt and evolve, but without assuming that all societies pass through the same stages. Two societies on opposite sides of the globe, facing similar environmental pressures, might develop similar cultural features without any historical connection – what Steward called cross-cultural parallels.
Marshall Sahlins and the critique of progress
Marshall Sahlins (1930-2021) studied under both White and Steward at the University of Michigan, and he brought their perspectives into a productive synthesis. Together with Elman Service, Sahlins co-authored Evolution and Culture (1960), in which they distinguished between two types of evolution. General evolution refers to the tendency of cultural and social systems to increase in complexity, organisation, and adaptiveness to environment, while specific evolution refers to the adaptive modifications of particular societies in response to their unique circumstances. This framework preserved the insights of both White (broad trends) and Steward (particular adaptations) within a single theoretical structure.
But Sahlins is perhaps best remembered for a bold intellectual intervention that challenged one of the most cherished assumptions of evolutionary thought: that technological progress leads to a better life. In a paper presented at the Man the Hunter symposium in 1966 and later expanded in Stone Age Economics (1972), Sahlins argued for what he called the “original affluent society.” Sahlins observed that affluence is the satisfaction of wants, which may be easily satisfied either by producing much or by desiring little – and he argued that hunter-gatherer societies achieved affluence through the latter path. They had limited wants, and they met those wants with relative ease. Ethnographic research cited by Sahlins suggested that foragers in marginal environments typically spent only three to five hours per day in food production, leaving substantial time for rest, socialising, and ceremony.
This stood in direct contrast to the narrative of progress that had dominated evolutionary thinking. Sahlins argued that hunter-gatherers satisfied their needs with far less work than people in agricultural and industrial societies, and that the so-called Neolithic Revolution – the shift to farming – may have actually imposed a harsher work regime rather than liberating people from want. The conclusion was clear: labelling hunter-gatherers as “primitive” or “underdeveloped” was not a neutral description. It was an ethnocentric projection.
From unilineal to multilinear: what changed and why it matters
The shift from classical to neo-evolutionary theory was not just a technical refinement – it represented a change in underlying values and assumptions. Where earlier theories had ranked societies on a scale from inferior to superior, neo-evolutionary approaches treated different societies as different adaptive solutions to the problem of human survival. No single path was universal; no single endpoint was inevitable.
Neo-evolutionists emphasised empirical research, archaeological evidence, and ecological relationships over armchair speculation. They also broke from the ethnocentrism embedded in classical models. Neo-evolutionism discards the idea of social progress as it was dominant in earlier theories, replacing it with a more neutral vocabulary of adaptation and complexity. This had direct implications for how anthropologists and sociologists studied non-Western societies – not as incomplete versions of the West, but as coherent systems shaped by their own histories and environments.
The influence of these ideas extended well beyond academia. Sahlins’s work, in particular, resonated with critics of capitalism and industrial modernity. It suggested that the relentless drive for material accumulation was not a human universal but a cultural product – and one that, by comparison, made industrialised societies look less like the pinnacle of human achievement and more like one particular experiment among many.
Criticisms and ongoing debates
Neo-evolutionary theories were not without their weaknesses. White’s energy model was criticised for being too reductive – reducing the complexity of culture to a single variable. Steward’s cultural ecology was later challenged for focusing too narrowly on subsistence and for a certain male bias in his analyses of hunter-gatherer societies, particularly his concept of the patrilineal band. Sahlins’s “original affluent society” argument faced criticism for focusing only on time spent hunting and gathering while omitting food preparation, firewood collection, and other subsistence tasks, and for drawing on a limited dataset.
The typology of social complexity developed by Elman Service – classifying societies as bands, tribes, chiefdoms, and states – was later criticised for its rigidity and its implication that all societies move through these categories in sequence. Despite these critiques, the core insights of neo-evolutionary theory remained influential. They pushed the social sciences toward greater environmental awareness, more rigorous comparative methods, and a more honest reckoning with the ethnocentrism embedded in earlier frameworks.
Legacy and relevance today
Neo-evolutionary theories laid the groundwork for several fields that remain active today, including ecological anthropology, political ecology, and cultural materialism. Steward’s emphasis on human-environment interaction looks especially prescient in an era of climate change and environmental crisis, where the relationship between ecological conditions and social organisation has become a pressing practical concern. His ideas have helped frame policy discussions on development, indigenous land use, and environmental adaptation.
Sahlins’s challenge to the idea of inevitable progress also continues to resonate. Contemporary debates about degrowth economics, the relationship between work and wellbeing, and the romanticisation or critique of pre-industrial lifestyles all echo questions that Sahlins raised in the 1960s. Neo-evolutionary theory, in other words, was not merely a chapter in the history of anthropology – it was a set of intellectual tools that proved durable enough to be repurposed for new questions in new contexts.
